  • EMAA would like to strengthen its internal technical capacity for the realization of the NLS and transformation of Ethiopia’s logistics sector through engaging the consulting services of qualified and experienced LTO Strategic Adviser
  • The successful applicant shall advice, oversee and direct the LTO team comprised of contractual personnel towards the overall project/programs and intervention governance and direction, and implementing course of corrections as needed. The role shall focus on project monitoring, control, team integration, change integration, and corrective action as needed. The position shall ensure the application of strategy implementation standards in managing the NLS realization.
  • The successful applicant will be engaged immediately on a full time basis for two years (extendable in six months contract basis depending on the satisfactory performance in the contract duration).
  • The EMAA invites qualified and experienced consulting individuals (“Consultants”) that are eligible to participate in the NLS implementation to express their interest in providing the Service for the above position. Interested consultant should provide Letter of Expression of Interest along with their CVs and information (documentary evidence of academic background, evidence on experience in similar assignments & knowledge, etc.) indicating that they are qualified to perform the services as per the minimum qualification criteria listed below.

Job Requirement

The desired Strategic Adviser should possess the following qualifications, competencies and expertise:

  • PhD or Master or Bachelor degree from a recognized academic institution in Supply Chain Management, Business Administration, Management, Economics, International Development, or areas directly related to logistics operations like Transport, Freight forwarding, Port management, Shipping Management, Maritime law, Logistics Engineering and Industrial Engineering or related fields.
  • At least 12/10/8 years of directly related experience (Bachelor, master and PhD respectively) in logistics strategy and supply chain study preparation, analysis and implementation, international trade study and foreign trade operations, global logistics market, and out of this at least 5 years in managerial position in different levels.
  • Knowledge and understanding of theories, concepts and approaches relevant to the logistics/Supply Chain systems and trade facilitation
  • Proven strong skills techniques of planning, monitoring and controlling programs and projects.
  • Excellent interpersonal skill combined with a flexible and adaptable attitude, of good teamwork and proven networking skills to work with contractors and consulting firms.
  • Ability to work strategically to realize LTO goals, develop strategies, set clear visions.
  • Ability to persuade and influence, negotiate to obtain agreement, promote ideas.
  • Ability to network and establish good relations with staff, partners and government.
  • Proven ability to work effectively both independently and in a team based environment;
  • Proven networking & team-building skills to work with people from diverse background.
  • Fluency in both Amharic and English language including verbal and written;
  • Excellent report and correspondence writing and presentation skills;
  • Proficient in Microsoft Office applications including MS project skills is required.

The LTO Strategic Adviser will be stationed in EMAA (Addis Ababa) with travel to different programs/project site as required.

SELECTION PROCEDURE AND CRITERIA

  1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”).
  2. The evaluation criteria will be solely based on individual experience and qualifications as follows.
  • Qualification (35%). This criterion further divided into two: Direct (35) and Indirect (30)
  • Total years of Experience (35%). This criterion further divided into two:
  • General Experience (15%) and Relevant Experience (25%)
  • Specific Experience related to trade logistics and IDA financed projects (10%). This criterion further divided into two: IDA financing projects and Trade Logistics Experience.
  • Relevant written exam and/or interview (20%) will be held to end up with the selection process.
