Job Description

• EMAA would like to strengthen its internal technical capacity for the realization of the NLS and transformation of Ethiopia’s logistics sector through engaging the consulting services of qualified and experienced LTO Logistics Expert
• The successful applicant shall prioritize, plan, and develop the identified interventions of the NLS to programs and schedule programs for implementation as well as carry out follow up, monitor and report status and accomplishments. In addition, the Expert provides review, analysis and reports the findings on the deliverables submitted by Consultants and on matters related to logistics sector development and trade facilitation at large to ascertain that methodologies, approaches, data and information, etc, applied are adequate to produce valid and reliable decision basis based on best practices.
• The successful applicant will be engaged immediately on a full time basis for one year (extendable in three months contract basis depending on the satisfactory performance in the contract duration).
• The EMAA invites qualified and experienced consulting individuals (“Consultants”) that are eligible to participate in the NLS implementation to express their interest in providing the Service for the above position. Interested consultant should provide Letter of Expression of Interest along with their CVs and information (documentary evidence of academic background, evidence on experience in similar assignments & knowledge, etc.) indicating that they are qualified to perform the services as per the minimum qualification criteria listed below.

Job Requirement

The desired Logistics Expert should possess the following qualifications, competencies and expertise:

• Bachelor/Master’s Degree or higher from reputable and recognized university preferably in Logistics and Supply Chain Management, Operations/Management, Transportation Planning and Management, Industrial Engineering, Port & Shipping Management, Statistics, Mathematics and Economics and related fields.
• At least 6/4 year relevant work/practical experience for Bachelor and Master’s Degree respectively; Experience in planning, developing, consulting and advising logistics projects, strategies, studies and development project proposals; trade facilitation operation; research and teaching/training experience in the area of logistics/supply chain management. Experience in projects financed by the World Bank is a plus;
• Knowledge and understanding of theories, concepts and approaches relevant to the logistics/Supply Chain systems and trade facilitation
• Proven strong skills techniques of planning, monitoring programs and projects.
• Knowledge of trade logistics sector in Ethiopia.
• Proven ability to work effectively both independently and in a team based environment;
• Proven networking & team-building skills to work with people from diverse background.
• Excellent interpersonal and communication skill combined with a flexible and adaptable attitude of good teamwork.
• Fluency in both Amharic and English languages including verbal and written;
• Excellent report and correspondence writing and presentation skills;
• Proficient in Microsoft Office applications skills is required;
• Excellent in Project office and ppt. presentations

The LTO Logistics Expert will be stationed in EMAA (Addis Ababa) with travel to different programs/project site as required.

SELECTION PROCEDURE AND CRITERIA

1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”).
2. The evaluation criteria will be solely based on individual experience and qualifications as follows.

• Qualification (35%). This criterion further divided into two: Direct (35) and Indirect (30)
• Total years of Experience (35%). This criterion further divided into two:
• General Experience (15%) and Relevant Experience (25%)
• Specific Experience related to trade logistics and IDA financed projects (10%). This criterion further divided into two: IDA financing projects and Trade Logistics Experience.
• Relevant written exam and/or interview (20%) will be held to end up with the selection process.
