Title: MNH Program Manager - ANC/PNC Research Collective                Grade: F

Department: Ethiopia Country Office, A/A                                                  June 2020 

Summary Scope of Work                       

The Program Manager will provide managerial and technical oversight for a new research collaborative funded by the Bill and Melinda Gates Foundation (BMGF). The Program Manager contributes to the design and planning of at least two research studies on new service delivery models for antenatal and postnatal care (ANC/PNC), and s/he will oversee implementation of the intervention and the studies. S/he will also be responsible for managing relationships with the in-country research organization at field level and facilitating the relationship with the Ministry of Health (MOH), district health offices (DHOs), and other partners. S/he will ensure that all project deliverables are met on time, scope, and within budget. S/he will supervise any field staff working on the project and will report to the Project Director.

Major roles:                                   

Leadership

  • Provide programmatic leadership for the ANC/PNC Research Collective (ARC), ensuring the technical and financial integrity of the project and achieving goals, objectives, and targets.
  • Contribute to the development of innovative program approaches and interventions.
  • Maintain excellent relationships with the MOH, partners, and stakeholders, and identify and build relationships with new stakeholders
  • Lead technical advocacy efforts with the MOH and key stakeholders
  • Represent the project to DHO and community levels
  • Provide technical input for training to ensure interventions, approaches, materials and job aids reflect the latest evidence
  • Ensure donor and organizational compliance and adherence to policies and guidelines 
  • Lead the annual work planning process for Ethiopia, working closely with Baltimore-based program managers
  • Ensure effective resource planning and oversee the project budget for Ethiopia
  • Foster a culture of use of data for decision making, and critical analysis of data to modify or scale up implementation approaches and modalities; ensure its application across all project interventions 

Management


  • Apply PM@Jhpiego principles for program management
  • Develop and monitor work plans, make budgetary decisions, monitor the implementation of activities, and ensure that program deliverables are met
  • Supervise project staff and take part in their regular performance review. Provide capacity building guidance to supervisees and other team members
  • Report any gaps on delivering on project deliverables to the ANC/PNC Research Collective Project Director in a timely manner and propose and implement strategies to mitigate gaps.

Communication and Knowledge Management

  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor
  • Identify project success stories and collaborate with Baltimore communications team to develop stories for internal or external publications
  • Work with the Baltimore communications team to deliver on the project’s communication plan
  • Actively participate in relevant Technical Working Group Meetings, and represent the project and Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences, and networking in professional circles in the absence of PD or when delegated.
  • Contribute to project outcome documentation, including abstracts for conferences and peer reviewed journals

New Program Development

  • Identify strategic opportunities for the project and potential areas for expansion of Jhpiego projects and make recommendations to pursue these opportunities.

Job Requirements

  • Master’s degree in public health, or equivalent required; clinical background preferred
  • 7 to 8 years of progressively responsible experience in maternal health in Ethiopia, including in designing and managing maternal health research studies and programs
  • Demonstrated ability to manage projects and budgets
  • Demonstrated in-depth understanding of Ethiopia’s healthcare systems and solid experience of working in Ethiopia and understanding of the country context, in particular within the maternal health programming context
  • Proven skills and expertise in program planning, implementation and management including preparation of training materials, job aids, guidelines, etc.
  • Highly articulate in written and spoken English and Amharic with effective communication skills, excellent interpersonal and written and oral presentation skills
  • Ability to speak and write Afan Oromo is preferred.
  • Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform;
  • Motivated, passionate, and hardworking;
  • Ability to travel about 30% of the time within Ethiopia and internationally.
