JOB SUMMARY

The Multi-Sector Area Program Manager will be expected to lead the program operations of a Mobile Health Clinic Project and a shelter program in West Guji. With guidance and supervision from the Country office support team and other senior management staff, He/she will have a key role in leading the shelter teams to ensure technical quality and implementation of the shelter programming in all of SP areas of operations in West Guji. This position  is an Award dependent position.

KEY RESPONSIBILITIES

  • Provide strong leadership and guidance to shelter program team and manage the assigned health projects in order to meet the projective within the budget and the allotted time frame to ensure both short and long – term positive impacts and outcomes for the beneficiaries, local health authorities and local government.
  • Provide Health, Nutrition and/or MCH technical assistance to PDO in developing new project proposals that align with country strategy for sector-specific and multi-sectoral programming.
  • Insure proactive project management of WASH projects through strong adherence to program quality standards, monitoring, evaluation & learning and evidence based decisions; must understand the full Program Management cycle and GANTT chart development (project planning tools)
  • Collect data and produce reports which reflect the impact and effectiveness of the shelter program; employee;  creative and innovative strategies to enhance program success
  • Provide technical guidance on planning of assessments, and participate in Shelter assessments as required;
  • ICW the Security Advisor - Develop and maintain an emergency response plan for the Shelter sector – coordinate with relevant stakeholders on rapid response to emerging crises;
  • Provides technical oversight on program implementation in all projects locations.
  • Follow up on procurement and logistical aspects of programs to ensure Shelter activities are well planned and managed in accordance with SP’s and donor policies and guidelines;
  • Represent SP in developing relationships with Health and Nutrition clusters, local government, other INGOs and NGOs, as well as other stakeholders in SP Ethiopia’s areas of operation
  • Effectively manage project finances through adherence to SP and donor financial guidelines within approved budget limits. This includes procurement plans, budget planning, tracking financial expenditures, providing receipts, conducting PAR reviews, and ensuring the accuracy and timely submission of financial reports.
  • Directly guide, manage, and support project staff through assigning work packets, conducting performance reviews, resolving team conflicts, and providing trainings, ongoing direction and constructive feedback.
  • Advise on analysis of project data using international tools and methodologies and conduct advanced statistical analysis when required.

  • Experience working for humanitarian organizations is an advantage
  • Proven competence to manage staff cross-culturally in Ethiopia and with international staff

EDUCATION / EXPERIENCE NEEDED

  • Master’s degree in Engineering
  • Minimum 5 years' experience in relevant field-based Program management experience and 3 years of experience internationally or working cross-culture in complex and austere averment.
  • PMP certification is highly preferred.

LANGUAGE

  • local language
  • English is an advantage

 REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
