Mission

The Senior Inclusion Team-Leader (SITL) under the supervision of the Operational Coordinator, will provide disability-inclusive technical expertise to the project and be responsible to ensure project approaches are inclusive of person with disabilities. 

The Senior Inclusion Team-Leader will work closely with NRC project team and assess the situation of target communities (IDPs, returnee site and host community in Bule Hora, West Guji zone and 1 in Jigjiga, Somali region) through Focus Group Discussions, Key Informant Interviews, direct observations, etc to identify gaps and disability barriers faced by person with disability to access services.


1.  Roles and Responsibilities

1.1.      Implementation and reporting related to Inclusion activities

-      Assess the context and current situation of the working area and situation of IDPs, returnees and host community focusing on disability barriers.

-      Gather general disability and disability barriers related information in the targeted areas including using the findings of Bureau of Labour and Social Affairs and other organization assessment reports to make subsequent follow-ups on exclusion concerns;

-      Conduct disability barrier assessment in selected project sites using Washington Group Questions, Focus Group Discussion and/or Key Informant Interviews, direct observations, etc) among the community to collect, identify the main barriers and assess current situation.

-      Use participatory tools and approaches in a manner that will not create risks for informants and the communities they represent and that are inclusive for PwDs.

-      Ensure persons with disabilities are included when conducting FGDs/KIIs and information shared are inclusive.

-      Ensure qualitative data collection from the FGDs/KIIs in order to report on activities (age, gender and diversity approach).

-      Coordinate with HI accessibility officer to provide technical expertise to NRC WASH team to ensure that disability-inclusive WASH facilities (water collection points, latrines and handwashing) are designed and constructed in accessible location to enable those with physical impairment to have access WASH facilities considering their specific needs.

-      Provide support to NRC to conduct joint group discussion with children, including with children with disabilities to ensure their participation in the identification of the location to construct the latrines, identify the barriers related to access to WASH facilities and potential protection risks.

-      Liaise with HI Inclusion Advisor training of NRC staff on Washington Group Set of Questions, persons with disabilities and older person’s identification and assessment tools and give supportive supervision on use the provided tools.

-      With the support of HI Inclusion and Protection Technical Advisor, develop inclusive training module for NRC Hygiene Community Workers.

-      Provide technical support to NRC in inclusive IEC material design and development.

-      Join NRC project team on advocacy on the right of education for all as well as on specific topics related to disability and inclusion and protection mitigation measures.

-      Join NRC project team on inclusive community awareness raising sessions mobilizing Disabled People’s Organization (DPOs) on rights of person with disabilities including children with disabilities and their protection risks.

-      Develop training module for teachers and school administrators, family/caregivers training covering psychosocial topics, specific impairments and barriers, inclusive approach and teaching methodology, communication skills, individual assessment of the needs of children with specific needs.

1.2.      Implementation of Project activities and management support

-      Coordinate the implementation of HI’s activities on the field in a quality manner.

-      Lead in project planning, and oversee budget expenditures (preparation of PSR, budget follow-up,..) to ensure effective use of resources against planned activities and expected outputs.

-      Monitor HI’s activities on a regular basis through the compilation of weekly and monthly reports related to activities (achievement as well as qualitative data…).

-      Use appropriate monitoring tools (indicators tracking, etc) to report on activities.

-      Provide advices and technical support for different sectors including to NRC team on how to mainstream inclusion and protection in their activities.

-      Prepare weekly plans in coordination with other members of the inclusion team, specifying logistical needs (e.g. vehicles, materials, monitoring tool and supportive supervision provision to NRC project team, etc).

-      Draft the final project closure report and provide to the operational coordinator and participate project evaluation and closure workshop.

-      Other responsibilities may be given by the line manager as necessary;

1.3.      Proper Documenting and record keeping

-      Ensure proper documentation of the project and efficient use of project’s resources.

-      Maintain quality project database information system on disaggregation basis (age, gender, disability, etc) and share to the operational coordinator when required.

-      Ensure proper record keeping and documentation of beneficiary’s cases by the project’s team and records of day-to-day activities.

-      Document specific lessons learnt, best practice, success stories and progress reports and share to the operational coordinator when needed and required.

-      Produce activity reports for each activity implemented and carry out regular recording and reporting of activities, field trips in coordination with other team members, including NRC team.

1.4.      Develop resources and conduct capacity building/awareness-raising initiatives

-      Take part in development of user-friendly awareness-raising IEC material.

-      Provide specific trainings to HI and NRC field staff including to NRC Community Workers on inclusion of person with disability topics (exclusion risks and vulnerabilities, disabled person exclusion mitigation measures, etc), Inclusion and Rights of persons with disabilities and PSEA.

-      Support on providing specific training to local authorities, government representatives and service providers on Disability and Inclusion mainstreaming.

-      Monitor and evaluate progress to ensure the sensitization and training to NRC and relevant community actors and partners have improved.

1.5.      Maintain a high quality of work

-      Maintain a high level of knowledge and skills in understanding needed responses to general inclusion of person with disability issues of IDPs, returnees and host community.

-      Coordinate with Partners (including NRC) to ensure the project and its activities comply with local laws and regulations, HI standards and donor requirements.

-      Ensure the implemented project meet the quality requirements of HI, partners and the funding agency.

1.6.      Responsible for implementing the safeguarding policies at project level

-      Ensure respect of HI’s policies as well as their implementation at all levels in project locations.

-      Ensure staff members receive appropriate training on those policies (Child Protection and Child Safeguarding Policy, Prevention of Sexual Exploitation and Abuse [PSEA] policy, Anti-fraud and anti-corruption policy, Code of Conduct) and compliance, including from partners and local actors.

-      Ensure reporting mechanisms are implemented and accessible for persons with specific needs in the working areas.

-      Report immediately any concern, incident to the PM/PD related to child protection and safeguarding and PSEA.

1.7.      Relationship management

-      Work in close cooperation and partnership with NRC, local government, stakeholders to facilitate implementation of the activities.

-      Create and maintain conducive working relationships with host communities and beneficiaries as well as other partners including: protection partners, Zone and Woreda Women & Children Affairs, DRM, Health, Justice, Education Offices, and other stakeholders to facilitate smooth implementation of the project activities.

-      Provide direct supervision to officers of the team (including through regular virtual meeting, specific tasks and objectives, appraisals, etc).

-      Represent HI in different forums and meetings.

-      Set-up and maintain effective communication system with NRC, partners and stakeholders.

Job Requirements

Education and Experience

o Master’s Degree in Sociology, and/or Psychology with 4 year experience in project management or

o Bachelor’s Degree in Sociology, and/or Psychology with 6 year experience in project management;

o Minimum of 2 years of programmatic and technical experience on general and person with disability inclusive response in humanitarian settings. Implementation disability inclusive projects [inclusion of person with disability principles, vulnerabilities, UN Convention on the Rights of Person with Disability (UNCRPD)] and awareness raising in humanitarian settings.

o Strong experience and knowledge on inclusion of person with specific needs and protection in humanitarian settings to coordinate and conduct monitoring activities.

o Coordination and implementation of joint projects with more than one organization.

o Strong ability to provide qualitative person with disability inclusion reports and analysis.

o Experience in project management including budget follow-up, monitoring, and procurement plan.

o Good knowledge of data collection, analysis and reporting following humanitarian principles as well as minimum standards.

o Experience in delivering inclusive training for adults and workshop facilitation;

o Experience in change process related to gender equality, diversity and equality issues with NGOs or public services.

Competency and Skills

o   Experience of gender inclusive humanitarian project cycle management and implementation of community-based humanitarian programs or project,

o   Knowledge of qualitative and quantitative applied research and analysis methods; 

o   Capacity Development, Training and facilitation skills;

o   Fluent written and spoken English is mandatory;

o  Computer literacy (Word, Excel, Power Point and Outlook)

o  Ability to work in remote areas of Somali, Oromia and SNNO region zones

o  Autonomous

o  Good interpersonal and communication skills.

o  Ability to work with teams and develop team spirit.

o  Diligence and attention to detail.

o  High degree of confidentiality.

o  Knowledge of the local language is an add value.

o  Never been convicted, free from khat, smoking, alcohol and substance abuse addictions.
