Mission
The Inclusion Project Officer (IPO) under the supervision of the Senior Inclusion Team-Leader, will be responsible to provide technical support to the HI and NRC joint integrated life-saving project for IDPs, returnees and host communities, capacity building, mentoring, and ‘’on-the-job’’ coaching, to implement disability inclusive project.
1. Roles and Responsibilities
1.1. Implementation of Community protection activities
- As needed, conduct specific individual assessment of the disability exclusion risks for the beneficiaries identified as well as propose appropriate support for identified persons in a timely and quality manner using the agreed referral form, including follow-up sessions;
- Conduct small inclusive awareness group session (age, gender and diversity approach) among the community, especially to persons with disabilities identified and their caregivers/family members on inclusion and rights, disability and inclusion.
- Support NRC project team on the implementation of family and caregivers of person with disability group discussion in coordination with NRC community workers to strengthen community support groups.
- Ensure community mobilization and participation through informal group discussion and inform the community about HI’s and NRC’s services, activities and how to seek support.
- Support the implementation of Inclusive Community Psychosocial events with the support of volunteers.
- Mobilize IDP leaders and community groups (including older person, women, youth, etc) and support the implementation of supportive committees, through a community-based approach.
- Support the involvement and participation of specific community groups (especially women and girls, persons with disabilities, disabled people organization, etc) to develop inclusive awareness raising materials using different channels: sketches, drama theater, pictures.
- Ensure information dissemination about services available among the community as well as to NRC Community Workers to empower them to conduct effective referrals.
- Contribute to build positive relationships within the community including with community leaders and other external stakeholders through regular discussions to facilitate HI’s and NRC’s acceptance and trust building.
- Maintain up-to-date understanding of target communities including disability barriers and social dynamics.
- Inform the Senior Inclusion Team-Leader on specific exclusion concerns related to safety and security the community might face, including barriers to access to services.
- Train NRC community workers on identification of persons with specific needs, including persons with disabilities.
- Train Woreda administration and respective line ministries including various cluster members on IASC and ECHO guidelines on inclusion of persons with disabilities in humanitarian action.
1.2. Supervision and coaching
- Build the capacity NRC community workers through trainings, coaching and ‘’on the job’’ support to ensure they are able to identify exclusion of person with disabilities in a quality manner (‘’Do No Harm’’ principle).
- Build the capacity of NRC community workers on group facilitation and provide specific support on how to conduct small inclusive awareness group session’s with a specific focus on Disability, inclusion and rights of the persons with disabilities.
- Organize and conduct regular meetings with the NRC community workers to ensure person with disability inclusion activities are well implemented as well as ensuring monitoring and regular follow-up of their activities.
- Support the NRC community workers to identify needs of the community and to help the community workers to design activities on relevant topics by involving the community members to participate (awareness through sketches, street theatre, picture, etc).
- Support in the development of user-friendly and inclusive awareness-raising IEC material.
1.3. Coordination with the team
- Ensure persons with disability receive appropriate multidisciplinary support through establishment of coordination with NRC project team.
- Work in close collaboration with the Senior Inclusion Team-Leader and other members of NRC team to ensure effective coordination on the field.
- Report on a regular basis to your line-manager about the inclusion of person with disability activities implemented on the field as well as on activities implemented by the NRC Community Workers through weekly reports and activities planning.
- Participate in internal as well as NRC team meetings to ensure efficient communication, coordination and sharing of relevant information.
- Work in close collaboration with the NRC community workers on a daily basis to ensure quality of services and effective flow of information;
1.4. Data Collection, Storage, Analysis and Sharing
- Ensure effective and safe documentation of the cases identified (identification forms, assessment forms, referrals forms,…) in line with internal standard operating procedures, guidelines and protection principles;
- Support NRC project team disability data are well recorded through the database and other data collection methodologies (beneficiary’s files, …) and share to the Senior Inclusion Team-Leader when required.
- Adhere to HI’s data protection and confidentiality protocols;
1.5. Networking and representation
- Identify and network with NRC project team and external service providers to reinforce access to services.
- Support the Senior Inclusion Team-Leader in continuous support to the NRC in areas of intervention.
- Establish and maintain positive and efficient relations with NRC, target beneficiaries, community members, and all the other actors operating in the project targeted Woredas.
- Participate in coordination meetings with other stakeholders upon request by the Senior Inclusion Team-Leader.
- Coordinate regular activities with IDP committees, Kebele authorities, and other partner teams as may be necessary.
1.6. Maintain a high quality of work
- Maintain a high level of knowledge and skills in understanding needed responses to general inclusion of person with disabilities issues of IDPs, returnees and host community.
- Ensure the implemented project meet the quality requirements of HI, partners and the funding agency.
1.7. Responsible for implementing the safeguarding policies at project level
- Ensure respect and compliance of HI’s policies including Child Protection and Child Safeguarding Policy, Prevention of Sexual Exploitation and Abuse [PSEA] policy, Anti-fraud and anti-corruption policy, Code of Conduct.
- Ensure reporting mechanisms are implemented and accessible for persons with disabilities in the working areas and inform the community accordingly.
- Report immediately to the Senior Inclusion Team-Leader and Operational Coordinator any concern, incident related to child protection, safeguarding and PSEA.
1.8. Relationship management
- Work in cooperation and partnership with NRC, local government stakeholders to realize the project objectives with the support of the Senior Inclusion Team-Leader.
- Create and maintain conducive working relationships with humanitarian partners, Zone and Woreda authorities, DRM, Health, Justice, Education Offices, host communities, beneficiaries, project staff and other stakeholders to facilitate smooth implementation of the project activities.
- Represent the HI project team in different forums and meetings when assigned by the SITL.
- Set-up and maintain effective communication system with NRC, partners and stakeholders.
Job Requirements
Qualification
- Bachelor’s Degree in Sociology, Social Work, Psychology and special needs education
Knowledge and Professional Experience required
- Minimum of 2 years of technical experience in implementing disability inclusive projects [inclusion of person with disability principles, vulnerabilities, UN Convention on the Rights of Person with Disability (UNCRPD)] and conducting awareness raising in humanitarian settings.
- 4 years experience working in projects in humanitarian setting.
- Good knowledge of data collection, analysis and reporting;
- Experience in delivering inclusive training for adults and workshop facilitation;
