ENVIRONMENTAL IMPACT ASSESSMENT
TERMS OF REFERENCE
Consultancy Service to conduct partial Environmental Impact Assessment (EIA) for a tomato processing enterprise.
1. Background: MEDA/EMERTA Project
MEDA (Mennonite Economic Development Associates) is an organization dedicated to creating business solutions to poverty. MEDA’s Global Affairs Canada-funded EMERTA project (Ethiopians Motivating Enterprises to Rise in Trade and Agri-business) has the objective of contributing to increased income and employment opportunities for entrepreneurs and Micro, Small and Medium Enterprises focusing on three value chains: rice, vegetables and gemstones whereas gender and environment are cross-cutting issues.
The project has an environmental sustainability strategy that is designed to encourage clients to adopt good environmental management practices and to protect natural resources for future use. MEDA designs activities to mitigate environmental and climate change risks associated with our work to ensure a do no harm approach to the environment, while supporting entrepreneurs in economic development practices as well as improving local working environmental conditions.
In pursuit of the above, MEDA is looking for the services of a qualified person to conduct partial environmental impact assessment to a tomato processing enterprise that plans to construct a facility and install tomato processing machinery at its business in Bahirdar Zuria Woreda, Wenjeta Kebele, Amhara Region.
Objective of the Consultancy
To conduct partial EIA for a proposed tomato processing plant.
Deliverables and Timeline
· Draft report of the assessment to be delivered for MEDA
· Incorporate feedback and submit final report to MEDA

Please Note that:
· Daily rates shall be the same for all the activities.
· Transportation expense and meals (as per MEDA per diem rate) will be covered by MEDA.
2. Venue and Date
The assessment will be conducted in Bahirdar Zuria Woreda, Wenjeta kebele, tentatively in July 2020.
Job Requirements
Required Competencies
The consultant must have:
§ Consultancy license to conduct Environmental Impact Assessment
§ Qualifications in one of the following fields: BSc/MScs in Agricultural Sciences, Environmental sciences, or related fields.
§ Experience in conducting EIA for a minimum of 5 years.
§ Excellent communication and interpersonal skills.
§ Experience working with grassroot people.
§ Excellent Amharic and English language skills.

Proposal Submission
Interested applicants should provide the following: -
§ Cover letter and current resume/CV with copies of supporting documents. The cover letter must demonstrate the applicant’s understanding of and interest in the subject matter, describe the applicant’s capability for completing the assignment, include a timeline for completing the work and examples of previous experience with similar activities (maximum two pages).
§ Work plan or detail activity plan which shows the number of days not more than seven days
§ Financial information in breakdown which includes daily professional rate/fees and budget to accomplish the task (Perdiem is as per MEDA rate, transportation will be covered by MEDA as per finance policy and MUST not be included in the proposal)
§ The consultant is expected to submit report in a fortnight period. (the number of days required should not be more than 7 days)
§ The following must be submitted as well,
o Renewed professional license of the company
o VAT registration certificate
o Renewed business license
o Professional certificate of key personnel
Evaluation Criteria
MEDA will use the following to evaluate every proposal submitted.
· Technical proposal - 70%
· Financial proposal - 30%
MEDA will accept expressions of interest until July 3, 2020. Submissions can be sent by email to vacancy.ethiopia@meda.org. Applicants may apply in person to MEDA-Bahir Dar office located at Kebele 13, behind Bureau of Education.
MEDA is willing to answer any technical questions of the applicants regarding this ToR prior to the submission deadline.
