About GOAL

Description of GOAL Ethiopia’s Country Programme:

GOAL was first operational in 1984, the current country programme has a strategic focus on those affected by crisis in health, nutrition, WASH, food security and sustainable livelihoods for women, men, children and refugees and those displaced. GOAL Ethiopia has a large geographic footprint (40 districts across six regions: Afar, Amhara, Gambella, Oromiya, Somali and SNNPP), an annual operating budget of ~€13 million and a team of ~700 people committed to creating sustainable change and assisting those in crisis.

 Description of the P2R Programme:

Pathways to Resilience is a five-year initiative (2020 – 2024), implemented by PCI, iDE and GOAL, targeting pastoral and agropastoral communities in Bale, Borena, Guji, S. Omo and Dawa. The purpose of P2R is to improve resilience through improved food security and inclusive economic growth, it is supported by USAID in Ethiopia with a budget of $30 million.

The programme has five components, each led by a consortium member, PCI as the consortium lead have overall programme and grant management and are responsible for monitoring, evaluation and learning using USAID’s Collaboration, Adaptation & Learning (CLA) approach. The programme components are:

  1.  Disaster risk management including access to informal financial services, PCI will lead.
  2. Diversified sustainable economic opportunities for people transitioning out of pastoralism, iDE will lead.
  3. Intensified and sustained pastoral and agro-pastoral production and marketing, water and natural resource management and access to formal financial services, GOAL will lead.
  4. Improved and Sustained Nutritional Status of Women and Children, GOAL will lead.
  5.   A crisis modifier to respond to sudden onset shocks while preserving development gains, PCI will manage with all partners participating.

 ABOUT THE ROLE

The Senior SBCC Officer (Nutrition) will be responsible in the implementation of the nutrition component “Improved and Sustained Nutritional Status of Women and Children” in the assigned Zone. The position holder will lead context specific nutrition researches and barrier analysis to identify triggers for healthy nutrition and hygiene behaviors and design SBCC materials accordingly.

The post holder is required to have in-depth knowledge of nutrition, SBCC and care group approach. She/ He will manage a woreda level SBCC officers and agile team, be able to work independently, be solution orientated and have professional experience to work appropriately with government and consortium partners.

 KEY AREAS OF ACCOUNTABILITY/DUTIES:

 

  • Engage with relevant government and other stakeholders at Zonal level to improve nutrition and hygiene practices at household level through care group approach and blanket nutrition and hygiene messaging,

  • Lead and participate in context specific nutrition researches and barrier analysis to identify triggers for healthy nutrition and hygiene behaviors and design SBCC materials accordingly,

  • Plan and conduct care group TOTs, IYCF and school nutrition club trainings for internal staff, government stakeholders, students and community,

  • Mobilize school clubs, key stakeholders and community leaders on nutrition and hygiene promotion and for a better implementation,

  • Assist with context specific SBCC program design, implementation, adaptation, and monitoring in line with the project strategic plan,

  • Provides technical assistance, direction and support related to the development and implementation of SBCC through design, media, and material production, community mobilization, and evaluation,

  • Ensure establishment of care group and nutrition school clubs in targeted locations and monitor their activities closely,

  • Organize meetings & communication activities such as workshops, focus groups seminars, and review meetings with care groups, HEWs and Zonal and Woreda health authorities,

  • Responsible in documenting project results and impacts in various forms, including media stories, lessons learned, case studies and other areas, and contributing to regular quarterly and annual reporting,

  • Follow up the overall activity of nutrition programs under P2R and prepare reports for donors and stakeholders,

  • Responsible in implementing and assessing innovative approaches in demand generation for pro nutrition and hygiene products,

  • Represent GOAL at Zonal level health related technical and coordination meetings,

  • Ensure nutrition sensitive activities are exercised across all P2R components

    Team management

 Manage woreda level SBCC/Nutrition officers in order to achieve P2Rs nutrition component


  •  Recruit and induct nutrition/SBCC team.

  • Provide strong and professional leadership to the team and mange using an agile management approach.

  • Develop strong and professional relationships across the consortium. 

  • Provide professional performance management to the nutrition team, supporting creativity and rewarding solution orientated team members.

 Collaboration, learning and adaptation (CLA)

 To manage joint initiatives adaptively to identify what work (and what does not), take successful initiatives to scale and contribute to learning in livestock and crop production and marketing for pastoral and agro-pastoral communities within the consortium and more broadly within the sector.

  •  Work collaboratively with the P2R MEAL team to ensure the monitoring and evaluation plan (as regards to nutrition), is fit for purpose, and reflects all internal and donor reporting requirements.
  • Manage joint initiatives with Health office and other relevant partners to understand what is working and what is not, adapt initiatives and either stop those that are not working or take to scale those that are working.
  • Plan and manage the nutrition content and participants for the P2R annual learning event.
    Review and report nutrition data on a monthly basis and report to the Nutrition Team Leader.
