Role PURPOSE
· Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.

· The Gender coordinator is responsible for the functionality of GESA findings and implementation of Gender Action Plan of PIE. Developing mainstreaming guidelines/strategies to all elements of CSP and monitor the effective application of the guideline are the main task of the position holder. S/he is in charge of staff capacity building on gender equality and mainstreaming at various levels. The position holder is also responsible for the gender issues and person with disabilities are included in all proposal developments and represent Plan in the regional and global Networks of Gender Equality and Person with Disability.
Dimensions of the Role
· The post holder will report to the Emergency Response Manager in Gambella program area office. The post holder will manage the budget not less than 5% of the annual budget at the program unit level, which will be allocated for Gender and gender mainstreaming role.
· The post holder is responsible to support project designing, overseeing qualities of implementation processes, monitor, evaluate and sharing of learning in the eye of gender sensitive programing. Key components of the position also include supporting the development and implementation of gendered program planning system, networking, developing and strengthening partnerships and mainstreaming of child centred community development.
· The post holder is responsible for community level projects gender sensitive programming, gender advocacy and networking, designing & facilitating training, participatory methodologies. The role holder is expected to have knowledge of current international development trends and thinking on programme effectiveness and in Child Rights programming
· There are no listed direct or indirect reports under this role.
Accountabilities
Program design, implementation, and reporting
· Ensure that all emergency and development projects in Gambella full fill gender compliance requirements.
· Make sure that all programs and sub-components contain adequate gender sensitivity and mainstreamed gender issues within.
· Facilitate implementation gender and related periodic program assessments and researches activities to be conducted using consultants or in house capacities within the standard qualities for emergency projects.
· Support knowledge management and learning efforts by producing and documenting project monitoring reports, cases stories and articles in relation to gender programing in Gambella
· Work closely with the program and projects design team to ensure that gender components are considered in the planning from the start.
· Design, pilot and mainstream gender sensitive activities, approaches, strategies, tools and formats etc. in the Program area development and emergency programs.
· Take an active part in the baseline, mid-term, and end evaluation with a close collaboration with the monitoring and evaluation teams.
· Collaborate with the project coordinators, and field level staff to conduct gender related capacity building activities for staff members, incentive workers, and other sector workers.
· Ensure CCCD principles and strategies are mainstreamed across gender tools and frameworks and are implemented accordingly.
· Ensure the mainstreaming of CP, DRR and inclusion in PCM process.
· Collaborate with other functions (finance, grant compliance coordinator and inclusion) to ensure that gender in emergency and development standards and processes are integrated across functions.

Policy engagement and networking
· Provide technical inputs for the development of networks and clusters to promote effective program designing and quality implementation.
· Participate and contribute for collaborative and positive partnerships and alliances, and to influence policy that maximizes the impact of the country program.
· Support the efforts to establish linkage and good relationships with relevant government authorities, NGOs, UN Agencies, academic and research institutions and the media to draw information and knowledge for program quality and effectiveness.
· Follow up and makes proper documentation of regional government policies, strategies and plans with respect to all projects in the PA.
Partnership development and strengthening
· Assess capacities of implementing partners on gender sensitive programing in general and as per NOs requirements in particular and accordingly design necessary capacity strengthening mechanism.
· Participate in implementing partners’ selection and approval process representing the gender aspect of programing.
· Contribute for the development of partnership principles and implementation to ensure program effectiveness and quality delivery.
1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Dealing with Problems:
· The position involves resolving many challenges which typically occur in gender sensitive programming at the PU level. The post holder will demonstrate the ability to solve problems, while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment while ensuring Plan systems and policies are adhered to.
Key relationships
· To maximize overall program impact through the optimized contributions of others, the post holder will be required to initiate, develop and maintain a range of working relationships, including with government counterparts, implementing partners and other development organizations with the region.
· Effective working relationships within the program unit are also essential. The job holder will have frequent communication with, Plan staff and various internal staff networks.
Job Requirements
Technical expertise, skills and knowledge
Essential
Educational Qualification and Experience
· Bachelor degree in Gender studies, social work and other related social science, and substantial experience (minimum of 5 years) in gender and development programmes/projects
Knowledge
· Good knowledge on Gender Mainstreaming, budgeting, analysis. Experience in gender programs and experience at community level projects.
· Experience in gender advocacy and networking. Experience in designing & facilitating training.
· Knowledge of current international development trends and thinking on programme effectiveness and in Child Rights programming
· Knowledge of the sector specific development issues such as education, health, child protection, emergency responses, inclusions and DRR issues.
