Job Description

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

 The project has planned to conduct Data Quality Assessment in collaboration with EPSA, and MOH to identify area for improvement in data quality and logistic management information system.

Overall Scope of Work

The overall scope of work for data collectors is to communicate sampled facilities, and collect data.

Specific scope of work

The data collectors are expected to accomplish the following tasks during data quality assessment.

Data Collector:

  • Communicate with EPSA, regional health buraue and health facilities in advance to get prepared for data collection
  • Collect data using online SurveyCTO (The data colectors will be oriented on the tool)
  • Consult to the supervisor in case of limitations during data collection to take corrective action
  • Provide feedback and reach in to agreement on stock related indicators with health facilities (Timeliness, Accuracy and Completeness)
  • Report to the supervisor on daily basis about the progress of data collection
  • Submit summary report on overall challenges, key finidngs and recommendations
  • Collect suplementary documents as required

 Period of performance and Assignment Areas: -

The period for data quality survey will be from August 25- September 8, 2020 at selected health facilities and EPSA hubs. The data collectors will take orientation prior to data collection. A total of 30 data collectors will be enrolled in the process. Data will be collected from more than 100 health facilities and 15 EPSA hubs organized in 12 groups. Travel and actual data collection dates will be detrmined based on number and remoteness of health facilities.

Deliverables/Products: -

The following deliverables are expected from data collectors: 

Data Collecotrs: 

  • Data entered in to the SurveyCTO
  • Summary report of the survey, challenges and recommendations
  • Supporting document DQA assessment (as necessary)

 Technical supervisors

  • The overall performance of data collectors will be supervised by GHSC-PSM Monitoring and Evaluation manager. 

Job Requirements

Level of Effort (LOE) and Requirements:

  • Degree on pharmacy, statistics, other related fields. Masters degree is preferable  
  • Three  and above years experience, on supply chain Logistics Management Infomration System or Public health management and related professional experience.
  • Persons who have training on Integrated Pharmaceuticals Logistis System, DQA, M&E and health management information system are preferable.
  • Proven experience in data collection and participation in M&E activites
