SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Currently, SNV Ethiopia is working in eight regional states and the two city administrations of Ethiopia, providing technical assistance and program implementation in Agriculture, WASH, and Energy Sectors. SNV is an open and learning organization that focuses on improving the lives of Ethiopian through a market based approach inclusive of women and youth. In its new Strategic Plan period (2019 – 2022), SNV will more explicitly aim for systems change including strengthening institutions and kick-starting markets that help many more to escape poverty beyond our projects. Water Supply and Sanitation Collaborative Council’s (WSSCC) hosted by SNV developed a country engagement plan (CEP) for 2019 and 2020. The CEP has been developed through a series of consultations with the key stakeholders, including a WSSCC members’ consultative workshop co-facilitated by WSSCC staff from the East and Southern Africa Regional Unit, a smaller sector actors’ dialogue and several bilateral discussions. Currently WSSCC engages in Ethiopia through a National Coordinator (NC) and an NC hosting agency (SNV) and through WSSCC’s GSF supported programme referred to as Ethiopia Sanitation and Hygiene Improvement Programme (E-SHIP), implemented through the Federal Ministry of Health (FMoH). 

Consultancy Objective

The purpose of this situational analysis is to inform the development of the national Gender Equity and Disability Inclusion strategy for the Ethiopian WASH sector.

a)  Qualifications and experience

For this professional service, the following qualifications are expected from the local consulting firm:

• MA/MSC in Public Health with Environmental and Health background, Social Science, Water Supply and Sanitation

• Minimum 10 years of relevant professional experience in Gender, equity and inclusion and  WASH

• Proven experience in managing situational analysis, development of the national WASH related strategy or other related document preparation with excellent writing ability. 

b)  Team composition

The team shall have the following team members:

• A team leader/ Co-lead researcher who are  responsible for the technical and managerial tasks of the assignment with an experience in  qualitative studies, data analysis and report writing;

• Qualitative data collectors: who will be responsible in collecting qualitative data’s, transcription, translation, coding, compilation and submission of findings in soft copies.

The consultant firm shall ensure that all proposed staff will be available at all assignments and work directly in the study. Substitution of staff after contract award is discouraged and will have to be approved by SNV.

c)   Work experience required for this consultancy assignment include:

• At least 10 years of research experiences and can present strong evidence for similar assignment delivered before.

• Experience in the WASH sector is an advantage.

• Excellent and proven writing skills 

• Excellent organizational and communication skills, ability to coordinate with various entities 

d)  Technical Competencies required for this consultancy assignment include:

• Knowledge of Gender Equity and Disability Inclusion for the Ethiopian WASH sector

• Technical Knowledge of the theories, principles and methods of WASH with a focus on existing Gender Equity and Disability Inclusion in the WASH sector in Ethiopia.
