The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German state-owned company, which is working in the field of technical and international development cooperation in more than 100 countries worldwide.

 “The Programme Training/Job Partnerships and Support to the Middle-size Enterprises” is a program that has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in December 2018 until November 2021 (three years) and it is the first project phase under the special initiatives of the German Development Cooperation.

 The aim is that “Enterprises in selected sectors are showing employment growth” and the programme has the following areas of intervention:

 1) Capacity Development of the Ethiopian Medium Size Enterprises;

2) Improvement of the employment conditions for sustainable job creation and employment-related growth of the production in the industrial parks;

3) Creation of conducive environment for cooperation between Ethiopian and      international companies.

The program thereby acts as a facilitator between the project partner, German Development Cooperation and relevant stakeholders and therefore uses appropriate learning formats to promote networking and the sharing of knowledge among partners.

GIZ seeks a qualified candidate for the position of

     Position:   M&E Advisor

 Responsibilities

The M&E advisor is especially responsible for:

  • Develop an M&E plan and implementation of regular M&E activities;
  • Assist in the revision of the project matrix, particularly in the areas of performance indicators and their measurement;
  • Support project monitoring and update information on project progress, documents and report regularly on the status of results;
  • Perform M&E data collection, data entry, processing, analysis and reporting;
  • Produce reports on M&E findings and prepare presentations based on M&E data as required;
  • Draft progress, quarterly, annual and other relevant program reports;
  • Assist in the development and/or finalization of the project work Plan and keep it updated in accordance with project activities and timeframes as relevant;
  • Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required;
  • Assist program staff with PR;
  • Perform other duties as assigned.

Job Requirements

Required entry qualifications and competencies

Formal Education

First level university degree in statistics, demographics, public policy, international development, economics, or related field.

Professional Experience

  • Minimum of three (3) years of professional experience in a relevant field of study;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
  • Experience with data quality assessments;
  • Strong experience in conducting research studies from the design and formulation to implementation, analysis and presentation of results and recommendations.

Further Knowledge

  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programmes);
  • Good knowledge of programme implementation, monitoring and evaluation techniques and practices;
  • Demonstrated ability to liaise and negotiate with government and social partners.
  • Experience of project management and research experience in an area related to the project’s/programme’s requirements is desirable;
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
  • Excellent written and spoken command of English.

Further details

  • The position is planned as full-time position (100 %). GIZ will provide a national personnel contract via the GIZ Office.
  • Due to the structure of the program, the position may require travels outside of the duty station.
  • The place of work will be at the premises of the GIZ Programme Office in Addis Ababa, Ethiopia.
  • Administrative and logistical support will be provided.
