Job Description
ROLE PURPOSE:
The Senior Infrastructure Specialist will be tasked with overseeing all functional aspects of construction related projects from design and procurement, to supervision and contributing to reports. With challenging environments for constructing schools, HP, HC, WASH facilities, Rural Development Infrastructures and other buildings, this position will demand a highly motivated, detail oriented individual who will be able to solve challenges as they arise.
SCOPE OF ROLE:
Reports to: Head of Construction
Technical Functional Staff directly reporting to this post: Resident Engineers at the Field Offices
KEY AREAS OF ACCOUNTABILITY:
Planning, Coordination & program support
- Share guidelines; manuals; methodologies with program Technical leads, Program Managers and the relevant Regional government bureaus on the design of structures and advise on appropriateness of design and materials for the proposed sites
- Collaborate with respective field Infrastructure Specialist/Supervisor during new project proposal development in the process of project planning: design of facilities, specification and BoQ preparation.
- Collaborate with respective FO procurement and field Infrastructure Specialist/Supervisor during tender planning, evaluation and contract agreement formulation.
- Guide and provide directions to respective FOs procurement and field infrastructure Specialist while the implementation of contractual construction works
Technical/operational
- In coordination with the relevant project, program and operation team, is responsible for preparing, reviewing and administering contracts for construction of various infrastructure development projects.
- Prepare designs for medium complexity project and review technical design documents received from program thematic (Health, education and WaSH) and recommends relevant modifications, as required, and also ensure that the project plans, drawings or sketches are well understood by the implementation contractors/teams, provide implementation guidelines and give feedback as appropriate.
- Assist the procurement team in outsourcing and contract administration for all the program’s construction activities implemented by the program in your respective operational areas.
- Develop design concept and standards to share for all project proposal units of different thematic at the CO
- Spot-checking across all project plans, designs and give technical sign-off
- Work closely with project owners to ensure contract values are within the limit of project cost estimate and available budget. Keep record of payable (retention) and receivables (advances) and inform all concerned units and individuals involved timely for release and/or recovery.
Review, Follow up and assessment
- Review technical design documents for construction works and fully participate in the preparation and analyzing tendering and contract administration processes.
- Follow up on planning and implementation of all construction undertakings and also review and monitor the performance of construction companies for compliance with the contract agreements they entered into with SCI
- Review, advise and sign-off for construction payment requested by the FO infrastructure supervisors to national
- Review the status and progress of construction activities, including assessment of the construction work quality
- Do periodic review and submit updated project cost estimates for all infrastructure undertaking under SCI to proposal development units.
Capacity Building
- Carry out gap assessment (PDR) and conduct capacity building to the infrastructure supervisors through training, performance management frameworks and development plan.
- Provide guide and manual on construction contract administration to infrastructure supervisors and procurement team
- Provide technical support and consultation to Infrastructure Specialist to carry out specialized pieces of work.
Report
- Receive data from infrastructure supervisors on construction work progress regularly and share to concerned program representative and Logistic
- Update and maintain database of pipeline; keep construction contract trucking and record of contract administration documents.
- Establish and maintain a contract management database on contextual variations of local costings for each construction project under contract.

Job Requirements
- QUALIFICATIONS
- BSc in construction engineering or related technical field
EXPERIENCE AND SKILLS
- A minimum of ten years experience on construction contract administration.
- Proven and significant experience in international procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.
- Field level experience in logistics for INGOs in international development and emergency programs
- Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

- Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
- Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
- A high level of computer literacy (word, excel, ppt, AutoCAD etc)
