Job Description

The Center for Victims of Torture is hiring a Clinical Program Director who will provide high quality leadership, coordination and on-site coaching of the CVT Ethiopia mental health team. The Director is responsible for promoting efficient and collaborative decision-making across field-sites, standardized implementation of supervision structures and management policies, and equitable, realistic workload distribution. This position strengthens accountability structures across the clinical team through close collaboration with the Country Director, Zonal Managers and Psychotherapist/Trainers in the development, implementation, and compliance with policies and procedures. The Clinical Program Director acts as the organizational representative at Addis-level technical meetings, and works to build collaborative relationships between CVT and donors, national actors, and partner agencies.

Organization:

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Atlanta and DC, as well as offices in Africa and the Middle East.

In Ethiopia, CVT has been operational since 2013, currently training refugee and national staff to become trauma counselors in Tigray and Gambella regions while providing the mental health services to survivors of torture and severe trauma. The national head office is located in Addis Ababa. 

Responsibilities:

  • Clinical Management (30%) - Support productive and cohesive teams of clinical professionals in the two field sites. Provide administrative supervision to the Psychotherapist/Trainers. Monitor performance, train and orient, guide professional development, provide performance feedback and coaching. Provide coordination/management support in managing clinical crisis situations, including high risk clients.
  • Clinical Program Leadership (30%) - In partnership with the Clinical Advisor, monitor quality of client care, develop and implement accountability structures and policies for clinical care standards, protocols and best practices. Monitor progress achieved towards program objectives and support programs in finding solutions for unmet targets. Support Monitoring and Evaluation collaboration with clinical staff. Coordinate trainer team activities, including internal meetings, workload distribution and task allocation, leave planning, communication, and decision making.
  • Coordination and Collaboration of CVT Programs (15%) - Promote coordination and collaboration between CVT-Tigray and CVT-Gambella, as well as any future CVT programming in Ethiopia.  Promote collaboration with international CVT programs, including CVT-Kenya the CVT-Uganda to promote innovative regional responses.
  • Partner Relations and External Relations (15%) - Contribute to the development of productive and strategic in-country relationships in order to facilitate achievement of broad program and clinical goals. Participate in relevant policy, planning and coordination forums with donors, partners, local government, and other key stakeholders as requested.
  • Other Duties (10%) - Participate in other program and organization-wide activities, meetings and trainings. Complete administrative responsibilities. Perform other duties as assigned.

Job Requirements

Qualifications:

Required education, experience, certificates, licenses or registrations

  • Advanced degree in Psychology, Counseling, Social Work or related field.
  • 5-6 years of management experience within an international healthcare setting including administrative and clinical supervision of staff.
  • 3 years of leadership experience as an organizational representative in an international, interagency humanitarian setting.
  • Capacity building experience, including conducting in-person and remote training, developing high quality training material.
  • Extensive experience providing clinical services to children, adults, families and groups.
  • Experience working in a trauma treatment context internationally and in humanitarian contexts.

Preferred education, experience, certificates, licenses or registrations

  • Experience working in the East Africa region.
  • Experience working with interdisciplinary teams relevant to trauma rehabilitation
  • Experience representing organizations in high-level interagency humanitarian meetings
  • Clinical licensure in country of residence or other

Competencies (Knowledge, Skills and Abilities)

  • Understanding of and experience implementing culturally appropriate interventions, including individual, group and community-based approaches for people who have experienced torture, war trauma, forced displacement and/or chronic stress.
  • Demonstrated success in building the clinical capacity of national teams, including the development of training protocols and materials.
  • Demonstrated success in working on treatment teams.
  • Demonstrated success developing systems and processes that promote quality of care to clients.
  • Excellent written and interpersonal communication skills.
  • Fluent in English. Proficiency in Amharic, Tigrinya or Nuer desirable.
  • Cultural sensitivity and awareness in working with diverse staff and client populations.
  • Skilled at proposal and report writing, coordinating reporting teams and reviewing reports.
  • Skilled at carrying out needs assessment and program evaluations.
  • Demonstrated flexibility to adapt to changing program requirements, client needs and political climate.
  • Skilled at providing leadership for a team, including organizational skills and decision-making.
  • Experience acting as an organizational representative, including liaising with donors, contractors, government officials and representatives from other agencies in a bilateral or large-scale meeting context.
  • Demonstrated success in project management, including managing multiple and competing priorities, coordinating individuals and teams, developing processes, and change management.
  • Experience addressing disciplinary and performance concerns.
  • Ability to travel between 3-15 hours per week by airplane and/or vehicle, including on unpaved roads, to program locations.
  • Commitment to human rights.
  • Demonstrated flexibility to changing context, program needs and requirements
  • Working knowledge of Microsoft Office suite (Outlook, Word, Excel, PowerPoint)
