Regional Project Improving the prevention of Female Genital Mutilation (FGM) in the Horn of Africa

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes complex reforms and change processes.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.

The regional project “Improving the prevention of Female Genital Mutilation (FGM) at the Horn of Africa” is being implemented in three countries. The main office will be in Addis Ababa. The overall approach of the project is to work with relevant actors on regional, national and local level to raise awareness for the prevention of FGM.

The project will focus on:

  • Capacity development of relevant stakeholders in the prevention of FGM on the local, national and regional level
  • Strengthening the networks of relevant stakeholders
  • Community based and cross-border awareness raising campaigns

Furthermore, transnational, national and local awareness-raising activities of state and non-state actors are implemented

GIZ seeks a qualified candidate for the position of

Responsibilities:

  • Implementing and monitoring of an overall smooth and correct functioning of the complete accounting system of the project in line with GIZ procedures and principles;

  • Plan and monitor expenses according to the budget and operational planning of the project;

  • effective coordination with the colleagues of the GIZ country office;

  • management of cash flow in the project and from the bank;

Tasks:

  • Preparation of payment vouchers and verifies correctness of vouchers, incl. supporting documents for payments and internal transaction vouchers;

  • Arranges and facilitates monthly payments – local and foreign currency related transactions.

  • Prepares and compiles all VAT documents and withholding tax documents for the Ethiopian Inland Revenue and prepares claim summaries for GIZ Country Office and follow-up on the reimbursement;

  • Oversees contracts, incl. local subsidies (LS) and finance agreements (FA), verifies the settlement documents and follow up with the recipients on the settlement documentation

  • Supports partner organisations with regard to LS and FA as well as conducts trainings

  • monitors real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation and the accounting manager;

  • Carries out accounting procedures using WINPACCS accounting software and prepares monthly journals/bank reconciliation statements according to the GIZ policy

  • Responsible for banking matters and all bank account operations.

  • Monitors monthly income and expenditure of the project;

  • Monitors account payables/receivables and gives monthly feedback to the Project/Program;

  • Manages fund requirement and transfer request;

  • Supports the Project Manager in establishing an improved budget and expenditure system.

Internal Control

  • Reviews the classification of all vouchers/receipts according to completeness and to cost centres/cost category/legal as sent by the projects and corrects them if required.
  • Provides advice and guidance in financial matters to the project
  • Manages internal control based on GIZ’s internal control manual (Internal Administrative Handbook)

General Duties

  • Immediately reports all problems involving finance and regulations
  • Processes claims for travel expenses
  • Maintains filing for Financial Section and keeps information confidential
  • Assists the Administrative Officer as well as the project team as assigned by the supervisor

Job Requirements

Required qualifications, competences and experience

Qualifications

  • Minimum of B.A. in Accounting or Financial Management or a related field
  • Experience with IT-based accounting programs

Professional experience

  • Minimum of 5 years work experience in a similar environment
  • Experience of working in a fast-paced environment

Other knowledge, additional competencies

  • Excellent command of MS-Office
  • Good command of English,
  • Knowledge of Amharic, Afar and Somali an asset
  • Thorough knowledge of GIZ instruments and procedures
