Regional Project Improving the prevention of Female Genital Mutilation (FGM) in the Horn of Africa

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes complex reforms and change processes.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.

The regional project “Improving the prevention of Female Genital Mutilation (FGM) at the Horn of Africa” is being implemented in three countries. The main office will be in Addis Ababa. The overall approach of the project is to work with relevant actors on regional, national and local level to raise awareness for the prevention of FGM.

The project will focus on:

  • Capacity development of relevant stakeholders in the prevention of FGM on the local, national and regional level
  • Strengthening the networks of relevant stakeholders
  • Community based and cross-border awareness raising campaigns

Furthermore, transnational, national and local awareness-raising activities of state and non-state actors are implemented

Responsibilities

The technical professional is responsible for

  • Build up and maintain the M&E system of the project and provide qualitative and timely input to partners and donors, as well as to internal management team. In particular, the incumbent will participate in the process to develop and produce monthly, bi-annual and annual reports.
  • Update, maintain and organize the database of reports, survey results, success stories and implemented activities of projects. In particular, establish, administer and advise on how to use the new monitoring tools as KOMP, On Site Operations, Project Navigator, etc.
  • Contribute to the development and organization of trainings, workshops, conferences, meetings and travels, coordinate and backstop regular updates of online event management system.
  • Generally support the successful results-based management.
  • Support the M&E Unit’s work in communicating and publishing relevant information on both the internet and intranet.
  • Conduct field-level assessments, including baseline, mid-term and end-line studies and assist in the definition of results-based monitoring prior to specific activities (conferences).
  • onduct evaluations of specific project activities or advise and support the implication of external evaluations.
    • Perform other duties as determined by the Head of project and M and E Unit focal person in the skill cluster
    • Public relations and communication

       

      The technical professional performs the following tasks:

      Tasks

      Monitoring  

      • Coordination of project monitoring and evaluation
      • Setting up of a monitoring and evaluation system, in particular using the new digital formats as KOMP, On Site Operations, Project Navigator etc.
      • Collection, analysis and presentation of data
      • Knowledge management (project documentation, documentation of lessons learned, production of fact sheets, overviews etc., use of GIZ internal Knowledge Management electronic platforms and other)
      • Advising programme team members on monitoring, including travelling to the project sites mainly Somalia, Sudan and other regions in Ethiopia
      • Monitor and report the community initiative fund activities of the three working countries and in regions in Ethiopia
      • provides advice and support to components in the development of monitoring plans for their activities
      • ensures monitoring guidelines and standards are met
      • supports the creation of good monitoring practices in the project by planning and conducting analysis of monitoring practices by components and follows up with feedback and suggestions
      • works closely with the management team to ensure timely inputs
      • assists national and international and regional advisors and consultants in carrying out their work in planning, monitoring and evaluation  

      Evaluation

      The technical professional

      • develops an evaluation plan
      • coordinates and assists in preparing and conducting project evaluation activities according to evaluation plan
      • designs appropriate research and analysis methods that reflect objective of the project
      • defines samples for qualitative studies and quantitative surveys
      • coordinates data collection, including programming of the instruments in electronic data collection systems
      • implements data quality assurance activities
      • performs data analysis
      • develops and presents evaluation reports 

      Planning, Knowledge Management and Communication

      • Public relations and communications
      • Close collaboration with communications team at GIZ Ethiopia Office
      • write, edit, and distribute content, including publications, press releases, website content, annual reports, speeches, and other marketing material that communicates the FGM prevention project activities, products and/or services.
      • Establish and maintain effective relationships with the GIZ Office PR unit, maintain a media database and monitoring
        • assists the project with all issues in event organization and management, including coordination and backstopping of online event management system update, and preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
        • participates in formulating and adjusting project operational plans based on evaluation results
        • ensures knowledge management by collecting, processing and distributing relevant data and information, and backstops update of internal information management system
        • drafts, edits and proofreads texts that communicate project results

        • performs other duties and tasks at the request of management

         

        Job Requirements

        Required qualifications, competences and experience

        Qualifications

        • Advanced university degree in the areas of the Information Management Systems, in the area of Knowledge Management and communication, Data Analysis, Statistics, Business Administration or Economics (equivalent to BA or MBA)
        • Very good knowledge of ICT technologies (data analysis software, such as SPSS or STATA, data collection applications such as Kobo tool or ODK)
        • Very good knowledge of quantitative and qualitative research methods and designs
        • Very good understanding of M&E concepts and the purpose of M&E (including result-based monitoring)
        • Knowledge of techniques for presenting information

        Professional experience

        • At least 5 years’ professional experience in a comparable position

        Other knowledge, additional competences

        • good knowledge in computer applications such as MS Office, incl. MS Excel, MS Access, MS Publisher, and other MS applications
        • strong managerial and organisational competence
        • very good knowledge of English and Amharic
        • willingness to upskill as required by the tasks to be performed
