Brief introduction

The Tuberculosis Local Organizations Network (LON) is the USAID funded project designed to fight and end TB effectively and efficiently by partnering directly with local entities within TB priority countries, of which Ethiopia is one, to provide accessible services, resulting an increased diagnosis and treatment success rates.

The TB LON Urban project awarded to REACH Ethiopia is a Fixed Amount Agreement implemented by REACH Ethiopia. The project will focus on finding and referring the missing TB cases in 3 urban administrative settings (Addis Ababa, Dire Dawa and Hareri) by using urban community TB approach to increase its contribution of case notification from 3.4% to 20% and ensure improved case notification by finding missed TB cases. The project will also aim to strengthen the organizational capacity of local organizations and TB survivors’ associations and enabling environment for urban TB programming. The primary beneficiaries of the project will be key populations living in urban areas of the three cities. The project will be implemented in collaboration with the Regional Health Bureau (Hareri), city administrations (Addis Ababa and Dire Dawa), Sub-city health departments (Addis Ababa), family health team, the urban health extension professionals, public health facilities, health development armies (HDAs), community associations, Idir, Civil Society Organizations such as former TB patients associations and Network of PLHIV.

Purpose of the position (general)

Under the leadership of the Urban TB LON Program Manager, the capacity building technical advisor will serve as the primary technical expert for the project. S/he is responsible for conducting  periodic organizational capacity assessment to LOs and CSOs under the project, developing institutional strengthening plans and providing technical assistance.  S/he will Lead the development of local NGOs and CSOs (TB patient associations) technical capacity and enhance their capacity to take up the ownership of sustaining TB prevention and care in the country.

S/he will be responsible for developing the project’s capacity building plan and regularly review  performance; discuss issues with the project management team and develop improvement plans when necessary.   S/he will closely work with project staffs, civil society organizations, and other stakeholders to achieve the intended project goals.

Answerability and Position in the organization

  • The Local and Civil society organizations capacity building technical advisor reports to the Urban TB LON Program Manager.

Major and overall Duties and Responsibilities:

  • Lead capacity development activities of Local NGOs and Civil society organizations such as organizational capacity assessments, institutional strengthening plans, trainings & technical assistance.
  • Technically assist the establishment/strengthening of civil societies and associations for urban TB response
  • Support the engagement of civil society organizations (such as former TB and HIV survivors’ associations) in urban TB to reach the population with high risk at the community level and link to TB service providers.
  • Build the capacity of LOs and CSOs on TB program management and grant management
  • Facilitate capacity building support to local organizations and CSOs on strategic planning, leadership, and management
  • Build the capacity of local organizations to develop necessary policies and procedures for financial and risk management, human resource management, procurement, and administrative operations
  • Oversee the development and implementation of performance monitoring plans to track progress, identify issues and drive evidence-based interventions.
  • Regularly collect, analyze, and report on Local NGOs and CSOscapacity development activities.
  • Implement innovative approaches to ensure the effectiveness of training and organizational capacity development initiatives.
  • Ensure results, innovations, and lessons learned are documented and disseminated.
  • Take an active part in the project issue/risk management process, by contributing to the identification and prioritization of existing and potential issues,  risks and helping to develop local level strategies and controls to mitigate them.
  • Complies with policies & procedures governing the project & ensures that the project is operating at maximum efficiency.
  • Be the liaison between REACH Ethiopia, CSOs and other stakeholders.
  • Develop, strengthen and nurture effective working relationships and synergies with CSOs and cooperating regional institutions
  • Lead the development of SOP to guide the programmatic and organizational capacity development processes for LOs and CSOs working in TB
  • Assist the RHBs in establishing City TB councils as an innovative approach that consist of representatives of the stakeholders and strengthen multi-sectoral responses for urban TB.
  • Perform other duties as assigned by the project

Knowledge management

  • Identifies areas for cross-cutting collaboration with RHBs/Sub-City Health Offices and relevant partners.
  • Actively shares knowledge and skills with the national and regional TB control program.
  • Maintain personal in-depth knowledge on organizational capacity building areas and provide technical briefs 

Job Requirements

Qualifications and Requirements

  • Master’s Degree in health or education, social studies, organizational development or relevant equivalent PG diploma
  • Knowledge of  Ethiopian Community-based health system specifically working with UHEP, CBTC and CSOs
  • Two years or more of experience working with Local organization and CSOs in Health in Ethiopia in building their organizational capacity development.
  • Experience in Organizational capacity building and utilizing participatory learning methodologies for organization capacity building with proven results
  • Skills in development of quality institutional plans, financial, human resources,  administrative policies and procedures.
  • Experience in establishing network of Local organization and CSOs for capacity development
  • Strong skills in training, facilitation and mentoring at community level.
  • Proven experience of having team spirit
  • Excellent verbal and written communication skills in English and Amharic;
  • The ability to organize and prioritize with eye for detail;
  • Past experience with USAID projects would be an advantage;
  • Willingness to locate in Addis Ababa and to travel to Dire Dawa/Hareri, when deemed necessary.
