Job Description

Duties and Responsibilities

Under the direct supervision of the EVAWG progamme specialist, the Gender and Public Health officer will undertake the following tasks:

Overall technical support to UN Women ECO’s health programme

 

Provide technical assistance in development, integration and mainstreaming of appropriate and cost-effective activities in public health, reproductive health and HIV prevention programmes and to other UN Women ongoing programmes
Actively engage in the H6 country coordination mechanism to leverage UN women’s comparative advantage in Sexual, Reproductive, Maternal, Neonatal, Child and Adolescent Health (SRMNCAH) service to ensure demand creation and improve access of SRH services for women and girls
Work closely with other UN agencies to strengthen the capacity of the Ministry of Health on gender and health-related issues through enhancing the capacity of health care providers and health institutions for them to provide quality psycho-social support and management of GBV survivors, including provision of integrated and quality HIV services and MNCH services to mother and children
Develop concept notes, budgeting, logical frameworks and project design
Work on budget preparation, create activity and requisition in Atlas, manage the health programme budget
Promote an HIV Do No Harm approach prioritizing education and prevention activities
Update and disseminate standard practices and guidelines in public health, HIV/AIDS and reproductive health among all partners
Support the development of a training plan, organize and act as a resource person in workshops and training
Assist with dialogue and action at the community level in reducing and addressing barriers women face to optimal health related services and gender discriminatory practice and violence
Build the capacity of IPs and provide technical backstopping.

Monitoring, evaluation, reporting

Closely monitor the health programme implementation including implementing partners, develop mission reports and action points to enhance programme execution
Develop TORs for midterm and end term evaluations and other health related studies, closely follow up and input findings.
Regularly collect and compile reports and submit to UN Women and donors
Research and draft reports, minutes and other documents related to HIV/AIDS, SRHR, GBV and other health-related issues in relations to UN Women Ethiopia programme
Work closely with UN Women programme staff to identify priority health issues and key data requirements for programme planning and monitoring.

 

Partnership, coordination and networking

 

Actively participate in the UNAIDS Co-sponsor working group, MOH prepared platforms and other health related plate forms and ensure that decisions are implemented as agreed upon.
Actively engage in technical working groups and task groups established, intending to provide technical support to the Ministry of Health.
Share with local and international partners on the ground relevant guidelines and information materials on refugee HIV, reproductive health, general health and nutrition.
Promote information sharing on all aspects related to HIV and the UN Women role in the UNAIDS division of labour.
Ensure regular update and share information within Un Women as well as with relevant government, UN and NGO counterparts and donor communities in Ethiopia on the health status and needs of women and girls.
Any other duty as may be required.

Required Skills and Experience

Education

Advanced university degree (master’s degree) in public health, sociology, gender studies other related fields. Medical degree is an asset.

Experience

At least five years of relevant professional experience. Working with refugees or displaced persons experience is an advantage. Experience in managing public health programme in development and/or humanitarian settings.
Training and/or experience in HIV/AIDS, Reproductive Health and rights, Maternal, Neonatal and Child health, Nutrition and/or Community health
Previous experiences of working in coordination with other UN Agencies like UNICEF, WHO, UNAIDS etc. as well as CDC and Ministry of Health
Proven ability on health project management
Strong computer skills in word processing, PowerPoint and Excel
Excellent knowledge of spoken and written English.
