ROLE PURPOSE:
Reporting to the Project Manager, International Humanitarian Assistance, for the Lifesaving SRH and Livelihoods for IDP and Host Community Adolescents and Youth in Daw zone, Somali region. The Gender Senior Officer shall be responsible for working on gender-focused details of the projects and provide support to ASRH and Health and Nutrition teams in enduring those gender perspectives are mainstreamed into all activities including Assessments, planning, implementation (Equitable Participation of Adolescent and Youth), service provision, capacity building, and MEAL.
S/he ensures adherence to SCI principles on gender equality as well as the Child Protection, Prevention of Sexual Exploitation and Abuse, and Code of Conduct.
KEY AREAS OF ACCOUNTABILITY:
Strategic and Technical Assistance and Capacity Building
- Ensure adequate documentation of daily adolescent and Youth access to SR, SGBV incidents and Health and Nutrition, coordinate referrals and reporting internally and ensure proper follow up of documented incidents
- Train/orient project staff and stakeholders on Prevention of Sexual Exploitation and Abuse/Code of Conduct/recognising signs of abuse/SGBV and periodically monitor for compliance.
- In conjunction with project team, undertake regular field trips to Safe spaces at the Health centres/training sites to support field based gender mainstreaming activities; and advice on monitoring and reporting on emerging gender related issues;
- Provide technical guidance during implementation of projects using/developing as required gender appropriate gender sensitive tools and ensuring equity in the participation of Adolescent and Youth based on gender and other intersecting identities (e.g. disability; age; host/ IDP/ Returnee; etc.).
- Support Adolescent girls and boys, young women and men to in the realization of their full human rights especially SRH and economic empowerment, access to and control over the resources and benefits of development.
- Take lead in the establishment gender sensitive adolescent groups (10-14y) and youth groups (15-18 y and 19-24y) in target sites
- In collaboration of other project teams, conduct regular meetings for caregiver groups to discuss adolescent and youth negative coping mechanisms (integrated livelihoods and SRH coping mechanisms) and ways to support gender equitable engagement with adolescent and youth groups.
- Ensure that girls and young women have control over and access to productive resources and have a voice starting from the community they live in.
- Ensure equitable integration of Adolescent and Youth into the SRH and Health and Nutrition activities groups are integrated in all programs for economic empowerment and women and girls are able to
- exercise their freedom and make informed choices for themselves and their families including SRH choices for women.
- Contributing to the gender sensitive monitoring of IHA projects and provide training to SRH and Health and Nutrition field teams involved in delivering projects focusing on gender appropriate approaches and methodologies.
- Conduct periodic reviews of information on gender, risks faced adolescent and Youth in Cash for Work and access to SRH services.
- In liaison with the Gender Coordinator Advisor adapt existing training materials, and IEC packages on gender Equality/SGBV.
Representation and Advocacy
- Represent Save the Children at the monthly & quarterly gender based violence working groups/GBV Sub-cluster hosted by UNFPA and UNHCR to share progress, challenges and appropriate follow up plans.
- Plan and lead gender related community activities/campaigns like the international women’s day and 16 days of gender activism as a platform to lobby on gender sensitive practices and behavioural change.
Monitoring, Evaluation, Accountability, Learning
- Supporting project teams in measuring achievement and progress towards project goals and results.
- Support the MEAL team in the development of gender responsive tools during assessments, Midterm and end of Project evaluation and report, and in documenting and sharing best practices/lessons learned.
- Coordinate with MEAL colleagues to ensure the complaints and feedback mechanism is gender sensitive in terms of access, and that a system is in place to review complaints for nuances related to gender sensitive programming.
- Coordinate and develop work plan with GE Coordinator at Addis Ababa level and with GE Advisor from Save the Children Canada

- Degree in social work, child care or related degree is preferable.
- Preferred working experience related to child protection or child care
- Good organizational, communication and writing skills.
- Good human relation skills.
- The Supervisor must have the ability to participate in direct interaction with children by taking an active role during play and other activities.
- He/She must demonstrate an open and inclusive attitude, commitment to the importance of protecting children and manage to work under pressure and appreciate challenges. Good teamwork skills are a must.
