COOPI - COOPERAZIONE INTERNAZIONALE is an Italian humanitarian non-governmental organization founded in 1965. COOPI has been implementing both Emergency and Development actions in Ethiopia since 1995. Currently, COOPI has more than 15 projects active in different regions of Ethiopia. The major thematic areas of intervention are food security and livelihood (FSL), water, hygiene and sanitation (WASH), disaster risk reduction and emergency, energy (solar, carbon credit).

General Responsibilities

The Logistic/Procurement Officer will work closely with the Base Manager, Program Mangers, Field Administrator and Program team to ensure appropriate Logistics/Procurement of the Negelle field office.

Procurement/Logistics Responsibilities

  • Coordinate effectively all activities related to procurement of goods and services of the area.
  • Purchasing materials and equipment for COOPI offices in accordance with COOPI rules and conditions
  • Purchasing of materials requested by the user department and units as per the specification and deliver the items to the storekeeper by ensuring proper documentation.
  • Responsible to handle varies types of contract processes services of the program and its follow-up.
  • Coordinating effectively with colleagues in the administrative and finance department and program.
  • Maintain procurement and contract follow up database.
  • Identify bottlenecks and recommend changes for the improvement of procurement and contract process.
  • Ensuring that procurement is carried out in accordance to COOPI and donor-specific polices.
  • Attend all the procurement committee meetings.
  • Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies
  • Ensuring that all Supplies, services and equipment have required are delivered in time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Maintain supplier information for regularly purchased items, and be informed of current local market conditions.
  • Update procurement tracking every day & send that every week to the Base Manager.
  • Advise the Base Manager of procurement-specific issues or improvements.
  • Prepare procurement report timely
  • Understand, implement and / or maintain standard COOPI inventory management policies and procedures
  • Receives materials with cross reference of relevant source documents, inspecting their quality, quantity, expiry date, defects and the like. 
  • Ensures that BIN cards are placed to each material separately, inventory data is properly and accurately recorded on the stock card, properly and orderly keeping of stock cards, materials are properly stacked, warehouse registry is used, well ventilated, has sufficient light, warehouse corridors are free of obstacles, the warehouses are regularly cleaned and tidy, makes convenient internal arrangements for physical counts and availability of warehouse equipment. 
  • Prepare warehouse and Fixed Asset report timely
  • Any other duties or tasked delegated by Base Manager.

Job Requirements

Requirements:

  • University degree (BA) in business management, Procurement and Supply Management or equivalent.
  • Minimum 4 years NGO previous experience in logistics or procurement.
  • Excellent English
  • Good understanding of donor rules and regulations and implementation of strong compliance and control framework.
  • Excellent communication skill
  • Proven track record in systems implementation and development.
