Job Description

Job Purpose:

The AC is responsible for the overall management and development of the Concern programme in Gondor. The post holder is responsible for representing Concern and coordinating with key stakeholders including government, UN and I/NGOs at zonal and regional level and ensuring Concern maintains a strong profile in the area. He/she must ensure all projects implemented in their area are done so according to Concern’s mandate, quality standards and in line with Concern’s country strategy, internal policies and compliant with donor obligations. They must ensure Concern programs in their area are gender sensitive and that Concern remains accountable at all-times towards its staff and beneficiaries.

Main duties & Responsibilities:

eam and budget management (30%)

  • In consultation with the Programme Director and the HO technical Advisors, ensure that all projects in Gondor are on track and that activities are implemented in line with the project plans and achieve intended outcomes
  • Solve any bottlenecks that are impeding the implementation of activities at the local level
  • Work with the PD to develop and expand the programme in Gondor, contribute to the development of programme proposals, budgets and concept notes
  • Ensure that programme teams are meeting on a weekly and monthly basis and that minutes of the meetings are documented and shared
  • Ensure that all Concern mainstreaming policies are incorporated into all programme planning and implementation
  • Ensure the submission of good quality and timely reports for Concern, donors and government
  • Prepare and submit annual plan of action for government (regional government and provide input civil society agency annual plan & report preparation at head office level)

 External Representation (15%)

  • Attend Regional and Zonal strategic meetings and ensure a strong organisational profile with UN, NGO and Government stakeholder
  • Network, maintain communication and share experience with relevant organizations to ensure the efficiency and effectiveness of project activities and promotion best practices
  • Ensure all visits, including donor and government visits are well prepared and take place smoothly
  • Facilitate agreements with regional, zonal and woreda government and review/ evaluation (midterm and/or terminal) by the government
  • Oversee the overall EW situation in the programme area linking with long-term programmes. Based on the outcome of government EW information/hotspot, incite to conduct different surveys and play lead role for emergency and recovery responses if the organization have capacity and decided for action

Security: (10 %)

  • Ensure the safety and security of the team and visitors in their region, including travel management
  • Attend external security meetings. Liaise with regional/zonal OCHA, security forces and other actors to ensure humanitarian access.
  • Communicate any security and safety issues to SD & CD immediately. Ensure reports are filed on SIRT on timely basis.
  • Conduct monthly Security meetings with Security Focal Group (at a minimum). Ensure all SFG members are trained in their roles and responsibilities

Human Resources: (10%)

  • Overall management responsibility for the Gondor team
  • Directly line manage the senior Gondor team, both programme and support staff
  • Reinforce the matrix management structure and assist in ensuring strong communication and working relationships between Gondor based staff and HO matrix managers
  • Carry out performance development reviews (PDR) of direct reports, setting objectives and ensuring they are regularly reviewed
  • Ensure that the PDR process is effectively carried out for all team members
  • Coordinate with HR at Head Officer and the PD to ensure capacity building and development of staff.
  • Hold weekly management meetings and share the minutes with the SMT
  • Hold regular team meetings to discuss issues and ensure strong communication
  • Assist in the recruitment of staff as necessary
  • Ensure that all HR policies and procedures are followed
  • Contribute to ensuring a good team spirit within the Gondor programme

 Finance: (10%)

  • Develop, plan and monitor the budget and activities of the programme, ensuring that individual projects are kept within budget and that any expenditure that is off track is reported and addressed immediately.
  • Review monthly management accounts and ensure budgets are utilized as per plan and following standard financial procedures
  • Ensure that all finance policies and procedures are followed within the Gondor programme in consultation with Addis finance

System & Support functions: (25%)

  • Ensure that teams prepare procurement plans and that they are implemented in a timely manner by logistics staff
  • Ensure that all logistics policies and procedures are followed including procurement ,transport, asset management and warehousing
  • As a Security Focal Person of the organization regularly monitor the security situation, hold security meetings with the security focal group and report any security threats or incidents to HQ immediately

Gender Equality

  • Lead in ensuring that 40% of the team are women and that the area office develops a gender sensitive working environment
  • Ensure that organizational conversations take place within the regional office and sub offices as per the plan and actively participate in these conversations 
  • Actively participate as a member of the Gender Working Group at the regional office and ensure the GWG ToR is fulfilled
  • Ensure that Gender Champions in the regional office have the time and space to successfully carry out their GC role
  • Submit a quarterly gender equality report to the PD and Gender Equality Coordinator
  • Support local government and other partners in understanding Concerns’ gender equality strategy and gender sensitive programing approach
  • Ensure the representation of Concern Ethiopia in external gender related forums as required

Safeguarding

  • Demonstrates a balanced attitude to right and wrong.
  • Shows an appreciation of safeguarding issues and ability and responsibility to contribute towards a protective environment.
  • Work on creating awareness among the project staff about abuse & harassment
  • Prepared to tackle difficult issues, confront individuals if necessary to promote best practice

Emergency response

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organizations

Job Requirements

Person Specification

Education, Qualifications & Experience Required: 

  • Relevant Degree (health, nutrition, livelihoods, rural development, humanitarian assistance, refugee studies)
  • Experience of nutrition programming is a distinct advantage
  • A minimum of 5 years’ experience managing inter departmental teams
  • A minimum of 3 years NGO experience
  • Experience working in IDPs and/or refugees setting and in isolated rural areas a strong advantage
  • Experience in managing staff and ability to capacity build and manage local staff in a mature and impartial manner
  • Experience in systems and following organisational policies and procedures
  • Computer skills including database management, Microsoft Word and Excel
