Job Description

SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:

E-DUP is a partnership led by Ethiopia’s Federal Ministry of Health (FMOH) to enhance collection, aggregation and use of high quality data including routine health information at different levels to achieve FMOH’s Information Revolution agenda as stated in the Health Sector Transformation Plan. 

The Health Information System and Data Use Specialist will be responsible for assisting the MoH in the coordination and implementation of the Capacity Building and Mentorship Program (CBMP) with a focus on creating Demonstration woredas on data quality assurance and information use for monitoring and evaluation, learning, and informed decision making within the health system. He/She will be responsible for maintaining regular communications with regions and CBMP partner universities and assist the day-to-day technical health information system related activities. He/ she will be a member of relevant Technical Working Groups (TWGs) formed by MoH to improve the management of national health management information system and the data quality assurance activities. He/ she will act as a trainer for building the capacity of health managers and staff on health information system management, data quality assurance, data analysis and information use. He/ she is expected to have a hands-on experience in health management information system and strong analytical and presentation skills.

Detailed Responsibilities and Tasks:

  • Support MOH in coordination, planning and implementation of Capacity Building and Mentorship Program activities in the regions and woredas.
  • Work with local universities to create information use demonstration woredas.
  • By coordinating with MoH, DUP’s regional staff, the RHBs and local universities, support comprehensive capacity building activities on health information system.
  • Facilitate coordinated engagement among MoH, RHBs, universities and with DUP and other partners that are actively supporting Ethiopia’s health information system in the creation of demonstration woredas.
  • Support implementation of appropriate strategies and tools developed at the national level for strengthening the use of health data, identify data needs at different levels, and build capacity to implement.
  • Provide programmatic guidance and technical assistance to strengthen data quality, data demand and use at woreda and health facility levels.
  • Facilitate the use of data through the application of innovative approaches at the national, regional, woreda, health facility, and community levels.
  • Build capacity on health information systems at different levels through strengthening mentorship, and organizing training and workshops.
  • Track performances, document, synthesize and disseminating lessons learned and success stories.

Job Requirements

Minimum Requirements

Education

  • Master’s Degree in Health Informatics, Information Systems, or Public Health from a reputable University required.

Experience

  • Minimum 5-years professional experience in the Ethiopian health systems, mainly health information system.
  • Diverse set of professional experience both in government and non-government context and at lower and higher level of the health care system required.
  • Expertise in using DHIS2 and other health information system is a plus.
  • Language Proficiency
  • Both English and Amharic language skills required; additional local language is an asset.

Personal specifications:

Expertise in statistical software and computer use proficiency required

 Duration of employment:

One year with possibility of extension.
