The Programmes Team will deliver Monitoring, Evaluation, Accountability and Learning (MEAL) support for the project

Job purpose

MEAL Officer Responsible for the development and implementation of Oxfam capacity building project MEAL framework and tools.

  • building the capacity of partners and strengthen their respective MEAL mechanisms and systems to contribute effectively to programmatic MEAL objectives.
  • conduct manage and document key discrete MEAL milestones, events, and processes.
  • Contribute largely during internal and external reporting and knowledge managing information between departments and affiliates to ensure the whole organisation benefits from and applies program learning.

Key responsibilities

Development and carryout MEAL system of the project

  • Develop the MEAL Framework and tools for the project.
  • Setting MEAL indicators for the project
  • Develop and manage the MEAL system and processes.
  • Ensure strong participatory elements in the MEAL system, particularly the role of partners and youth
  • Oversee the implementation and compliance/delivery of the project team to the country's MEAL system.
  • Lead the Program Baseline study and Evaluation process.
  • Develop and disseminate leanings of the project 

Build MEAL capacity in individual country programmes

  • Assist partners and the project team in identifying MEAL priorities.
  • Assist in the design and development of the partner's MEAL system.
  • Organise relevant training and other capacity-building events for partners to carry out MEAL
  •  Provide technical guidance to project teams including partners with planning the design and implementation of baseline/midline and other data requirements to support programme analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of programme progress.
  • Undertake periodic monitoring and technical support visits to programme areas to assess progress against the agreed MEAL system and recommend corrective actions as appropriate.
  • Work closely with Programme Focal Points and partners to ensure appropriate feedback mechanisms are incorporated into project teams’ and partners’ projects.

Strengthen relevant MEAL capacity in partners

  • To ensure an effective common understanding between Oxfam and partners on the MEAL objectives and framework of the project organise orientation/workshop
  • Assist project leads/responsible persons and partners in identifying relevant areas in partner MEAL systems that need strengthening and aligning to the requirements of the individual programme and overall Oxfam MEAL objectives and requirements.
  • Organize Peer Learning meeting to share programme strategies and best practices including youth participation

Organisation of discrete MEAL milestones, events, and processes

  • Conduct annual review and reflection sessions, as specified MEAL framework and system, and as a key accountability mechanism.
  • Contribute to the project learning review by preparing, analyzing and disseminating data, lessons learned, good practices, and statistical, qualitative, and anecdotal project’s evidence.
  • Lead the design, planning, and conduct of key impact assessment exercises on programmatic, thematic, geographic or crosscutting
  •  Conduct of key thematic learning activities and processes for staff and partners,

Reporting, sharing, and communications

  • Lead in the conduct and dissemination of literature reviews, secondary data analysis, and synthesis for papers, proposals and representations, as appropriate
  • Lead in the collection of positive impact stories and photos from projects and prepare them to be used for shared learning.

Actively involve and support projects’ design

  • Assist the team in the development of the theory of change and logic models for new proposals
  • Ensure that new projects have MEAL plans with adequate financial coverage.

Job Requirements

  • Master or/ BA Degree from a recognized university/ college in Monitoring and Evaluation, Project Management, Social Science, Development Studies, Business Administration, and relevant any other area that can bring added value to the job.
  • Minimum of 5 years’ experience and demonstrable skills in designing and implementing MEAL systems for economic empowerment out of which 2 years should be preferably working experience in an international NGO.
  • Good understanding of the country’s context and policies on youth employment, SRH, gender, and climate change
  • Good critical thinking and clear understanding of the motoring Framework, tools, and indicator setting
  • Evidence-based monitoring and evaluation frameworks and programmes, with emphasis on participatory and partnership-based MEAL approaches
  • Familiarity with project cycle management, monitoring, and evaluation
  • Experience in the organisation, conduct, and management of various capacity-building/skills transfer events and process
  • Organised and able to manage own time under guidance and direction from line-manager
  • Commitment to Oxfam’s overall aims and beliefs, including strong commitment to gender, diversity issues, equal opportunities and capacity building.
  • Demonstrates the ability to take initiative, drive to achieve results, the ability to develop effective organizations.
  • Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work.
  • Basic knowledge of donor contract management and compliance issues
  • Well-developed conceptual, critical, analytical thinking and planning skills
  • Ability to work effectively with others, adaptable, and flexible.
  • Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.  
  • Strong knowledge of IT applications and development – especially spreadsheets, databases, and familiarity with associated web-based platforms and applications.
  • Fluency in Amharic and English, both written and spoken
  • Good report-writing skills
  • Strong interpersonal and self-awareness skills
  • Ability and willingness to undertake extensive travel in-country

Desirable

  •  Able to work with minimum supervision and provide solutions to problems as they arise;
  • Knowledge of Samali and Oromiffa language will constitute an advantage.
