People in Need is a non-governmental, non-profit organization founded on the ideals of humanism, freedom, equality and solidarity. We consider human dignity and freedom to be fundamental values. We believe that people anywhere in the world should have the right to make decisions about their lives and to share the rights expressed in the Universal Declaration of Human Rights.

The People in Need organization was established in 1992 by a group of Czech war correspondents who were no longer satisfied with merely relaying information about ongoing conflicts and began sending out aid. It gradually became established as a professional humanitarian organization striving to provide aid in troubled regions and support adherence to human rights around the world.

Throughout our over 26 years of its existence, People in Need has become one of the biggest non-profit organizations in Central Europe. In addition to humanitarian aid and human rights, it now also targets education and helps people living in social exclusion.

We are part of Alliance 2015, a strategic network of seven European non-governmental organizations engaged in humanitarian aid and development projects. This collaboration increases effectiveness, both in working in the target countries and in campaigns aimed at influencing the attitudes of politicians and the general public in Europe. In our over 16 years operation in Ethiopia, has focused on projects in five main areas of interest: Education and Social protection, Environment, Livelihood and Agriculture, Water, sanitation and Hygiene (WASH) and Emergency programs.

‘’Multisectoral life-saving response to the acute needs of the most vulnerable IDPs and returnees in Guji and West Guji zones, Oromia, Ethiopia”

Job Description

To support the Emergency Response Project in ensuring that effective security measures for the programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security. 

The Security Officer specific tasks are:

• Strategy and Planning
• Develop and implement the Emergency Response Project strategy in alignment with People in need and national security policy so as to ensure the operational priorities of the ERP are appropriately supported.
• Ensure Security Risk Assessments, Regional Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training
• Manage all security related activities with regard to Security Risk management in the region. 
• Security Operations
•  Work with the National Office logistics Manager to carry out Security Risk Assessments as required/directed.
• Country Risk Ratings are established and updated as required
• Ensure Core Security Requirements are implemented in line with Country Risk Ratings
• Provide input and support to RO management in crisis situations and critical incidents
• Conduct security investigations when required.
• Networking and External Liaison/Engagement
• Represent People in Need at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
• Build ongoing networks for sharing security information and coordination. 
• Capacity Building and Technical Training
• Coordinate the assessment, development and implementation of the emergency response project capacity building plan for security management based on local security risk assessments.
• Seek to develop a culture of security awareness and monitor staff compliance.
• Reporting and Documentation
• Provide a regular security report to the Emergency Response project and National Office security department.
• Ensure that all security incidents are reported in accordance with People in Need Security Policy.
• Collect, analyze and disseminate security information appropriately.
• Other tasks assigned by the organization

Job Requirements

• Minimum of BA/BSc Degree in any fields of study with relevant work experience
• Minimum 3(Three) years of work experiences on security and safety
• NGO experience is advantageous
• Good local Knowledge on the assigned area (West Guji and East Guji areas)
• Good written communication and report writing skills
• Good command of MS Package (Word, Excel, Power Point and Outlook)
• Knowledge of spoken & written Amharic, English and spoken local language oromifa is advantageous
• 3 strong references (only from previous supervisors, will be crosschecked)
