Duties and Responsibilities

               Summary of Key Functions:

 Under the guidance of the Regional Representative and Supervision from the Deputy

Regional Representative, the incumbent will perform the following tasks:

  • Support the Regional Representative in preparing, monitoring and implementing the annual cost plan of the Eastern Africa Regional Office (OHCHR-EARO), in close collaboration with OHCHR HQ;
  • Take part in the implementation of human rights projects in the countries covered by the Regional Office;
  • Prepare budget of EARO Funding Proposals, including earmarked and needs based activities funds in conformity with the 2018-2021 Office Management Plan and Cost Plan;
  • Reach out to UNDP, UNECA, African Union (AU) Commission and other EARO partners to learn about their financial policies, rules and regulations and discuss and agree on joint collaboration in terms of handling financial and logistical aspects of major conferences and events, such as AU Summits;
  • Liaise with UNDP Administration and Finance on tracking of expenses processed by relevant Sections and regularly produce and monitor the expenditure reports to inform further decision-making related to cost plan;
  • In close coordination with the Regional Representative and Geneva Finance focal point, prepare financial analysis of the fund allocations for donor reporting, RPTC Funds, IOVs, financial narratives of workshops and regional consultations and any other activities with financial implications as necessary;
  • Prepare an inventory and monitor the use of office assets, including office vehicles, computers, archives etc.;
  • Manage the office administrative, logistical and financial support team, including clerks, drivers and cleaners, among others;
  • Conduct market cost survey for items commonly purchased under office projects;
  • Liaise with HQ for procurement of audit services;
  • Reconcile advisory reports from UNDP with EARO records on project performance status and financial statements;
  • Maintain and update a database to support cost effectiveness analysis of proposals to the EARO Cost Plan;
  • Track, collect and review final reports from fund recipients to ensure accuracy and compliance with OHCHR guidelines and give critical feedback to partners;
  • Conduct Financial Spot checks of OHCHR supported projects as required;
  • Perform other duties as required by the Regional Representative.

               Required Skills and Experience

               Education:

  • First level university degree in the areas of Accounting, Administrative Management and Technology, Project Management, Business Administration or any related field is required.

Experience:

  • Minimum 2 years of progressively responsible work experience in the field;
  • Experience in human rights or rule of law response programmes would be an asset;
  • Experience with the United Nations is desirable;
  • Excellent inter-personal and communication skills;
  • Experience in handling web-based management systems;
  • Excellent computer literacy and skills (Advanced Excel & Microsoft Outlook);
  • Availability for travel in-country and abroad if necessary;
  • Ability to work with moderate supervision, with efficiency, competence and integrity with people of different backgrounds.

Language Requirements:

  • Fluency, good written and analytical skills in English is essential.
  • Fluency in French and Amharic would be an asset.
