Job Description
The senior staff health specialist will be in charge of coordinating the implementation of COVID19 prevention and control measures in the CO and field offices. S/he will support the development and/or revision of guidance and standard operating procedures (SOPs) to ensure staff health and safety. S/he will regularly track the implementation of these guidance/SOP at Addis and field offices, follow up and provide health advise for staff in need.
S/he represents SC values and principles in interactions with staff and external audiences, in line with staff health and safety issues including provision of remote clinical support. These values and principles include commitment to the mission of Save the Children, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity.
SCOPE OF ROLE:
Reports to: Direct Report to Health and Nutrition Technical Director and to HR Director in Matrix
Dimensions: Save the Children works in all regions in Ethiopia with a current staff complement of approximately 1,700 members and current expenditure of approximately $90+ million each year.

Length of Contract- 3-6months with possibility of extension
Place of Work - Addis Ababa and very occasional field visit as required
KEY AREAS OF ACCOUNTABILITY:
Improve Infection Prevention and Control (IPC) practices among Staff at Workplace:
- Following up recommendations by SCI, WHO and MOH for the general public to reduce exposure to, and transmission of, COVID-19 in the workplace and ensure SCI Ethiopia offices will implement the actions
- Closely working with different work units to ensure offices in Addis and fields have stock of handwashing soap, hand sanitizer, chlorine solution and ensure water availability and setup handwashing stations at the main entrance and at different sites as appropriate and utilized appropriately by all staff and visitors
- Communicate and influence practices among staff adhere on good respiratory hygiene practices, handwashing, physical distancing, adequate office room ventilation like windows are opened to circulate air in offices and use of personal protective supplies
- Revise and update COVID19 information, education and communication (IEC) materials for office use and keep on posting in visible areas
- Among other tasks, the position holder will be responsible to ensure lessons derived through implementation of staff health and safety are well articulated, documented and disseminated both internally and externally.
COVID19 suspect staff case management at workplace
- Coordinate the support required and accomplish all recoding, reporting and investigation requirements for staff member who will be identified suspect, contact or a case of confirmed COVID-19
- Notification of COVID19 incidents for local health authority using the national or regional hotline or other contacts addresses and follow and make sure the implementation local health authority and internal SCI policies
- The Senior Staff Health Advisor will act as the clinical incident focal point, and is responsible for the management and follow medical incidents related to staff, partners, volunteers and beneficiaries
- Confirm level of incident (level 1, 2 or 3), and whether an investigation and escalation is required to the Country office, regional office and SCI center
- Conduct COVID19 contacting, once contact verified and confirmed share with COVID19 taskforce for decision, follow up the implementation of decisions and document learnings for improvements
- Communicate staff health and safety achievements against planned activities and milestones, and any emerging new evidence to improve staff health and safety for a wide range of internal and external audiences as necessary
- Maintain and cultivate key external relationships including EPHI, MOH, Regional health Bureaus other government and non-government sectors engaged in COVID19 responses
- Regularly coordinate with member and regional office health technical staff, identify staff health technical support requirements, inclusive of field visits, as and when necessary
- Represent SCI in relevant working groups, task forces, seminars and staff health related for a Work closely with Human Resource Department, Program operations and other units to support the implementation of different staff health guidance/SOPs
- Develop relevant summary briefs and position papers related to staff health and safety and share for wider group when decided by the COVID19 taskforce
- Keep abreast of national COVID19 related policies and guidelines, trends/good practices in the staff health and safety responses, analyze and share with relevant people

Job Requirements
QUALIFICATION AND EXPERIENCE
- Medical Doctor with or without Public Health Specialty, BSc degree in public health/nursing without Public Health Specialty with experience in emergency health programming especially in COVID19 responses
- Minimum ten years’ work experience in emergency health programs specially with SCI
- Able to demonstrate experience working with government counterparts and other partners with progressive capacities from lower levels to high levels
- Excellent understanding staff health and safety both at policy and implementation levels
- Very good advocacy, communication and representation skills
- Strong analytical, writing, and problem solving skills
- Strong conceptualization, strategic thinking and planning, presentation and facilitation skills
- Proven ability to manage complex and demanding workload in emergency situations
- Excellent communication, interpersonal, training, mentoring, English language, and computer skills
- Good remote support skills and ability and willingness to travel to the field and support field offices in urgent situations
- Good presentation, training and facilitation skills; fluency in spoken and written English; good computer skills (particularly Excel, Word and databases)
