Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since the 1960s. Oxfam GB is looking for a capable and reliable service provider service in Addis Ababa OXFAM GB Thus, Oxfam GB is issuing this Invitation to Tender to invite all legitimate service provider with relevant experience to take part in this tender. 

Background:

Oxfam Ethiopia has implemented a project entitled Her Future Her Choice (HFHC) project. The project is a four-year initiative financed by the Government of Canada (GAC) and Co-financed by Oxfam Canada and implemented in partnership with Women Empowerment Action and Path Finder Ethiopia. The project directly addresses barriers that hinder access to SRHR in project communities with the ultimate outcome of improved sexual and reproductive health and rights (SRHR) for adolescent girls and young women (AGYW) in targeted areas. Oxfam and its partners will seek to improve comprehensive SRHR for AGYW through three pillars, each corresponding to one of HFHC’s expected intermediate outcomes. Pillar 1: Engage AGYW and community members to understand and transform discriminatory social norms, enabling AGYW to exercise more meaningful decision-making power regarding their SRHR. Pillar 2: Strengthen the knowledge and capacity of health providers and healthcare facilities to improve the provision of comprehensive SRH information and services. Pillar 3: Promote change in SRHR policy frameworks through strengthening the capacity of local WROs and YLOs to influence change.

As one of the project key milestones, we have planned to conduct the Health Facility Audit and Quality of Care Assessment in targeted areas. Oxfam would like to outsource some tasks and deliverables of the assessment to an external consultant. The overall responsibility of the consultant is to conduct Data Collection for Health Facility Audit and Quality of Care Assessment in Targeted Health Facilities of Sekota Town and its Surrounding District, Waghira Zone, Amahara Regional State. Therefore, we seek a consultant for this assignment who has an extensive qualification of medical and clinical knowledge and familiarity with the public health system in Ethiopia and Survey CTO tools as well. The key tasks and deliverables required from this assessment and the essential and necessary requirements are clearly stated in the ToR

Objectives of the Assessment

 The overall objective of this action is to conduct a Health Facility Audit and Quality of Care Assessment to establish a baseline and track progress towards key sexual and reproductive health indicators specific to pillar II outcomes and activities to assess change over time. The specific objectives of the assessment are the following;

 Location of the Assignment

The assessment will take place in Sekota town and Zuria Woreda of Waghimra zone in Amhara Region. Specifically, the data collection will be conducted in seven health facilitates where 6 of them are found in the Zuria woreda(surrounding district) and the other one is in the Sekota town.

For further information, the list of health centers and their location is indicated in the table below.

Duration of the Assignment

The assessment should be completed within a maximum of 1.5 months since the first day of commencement of the task. The final work plan shall be agreed upon with the winner supplier before signing of the agreement. This overall duration includes working days, weekends, periods foreseen for comments, for review of draft versions, debriefing sessions, and distribution of outputs. 

Starting period and planning:

The provisional start of the assignment is the beginning of November 2020 and expected to be fully completed by end of December 2020.

Job Requirements

Expertise Required 

  • The firm should be a legally registered consulting firm with a renewed license
  • Relevant academic background with at least MSC level qualification in health (doctor, nurse, midwife, SRH), Sociology, and Social Work and enough back 
  • Current or previous experience in the local health system or school of public health or university.
  • The expertise required must include professional evaluation skills and thematic expertise in Health and Nutrition, Livelihood/Food security, gender, and Resilience (DRR & climate change).  
  • Familiarity with the public health system, local health staff.
  • Knowledge of the geographic area where the survey will be conducted.
  • Experience using Survey CTO or any other ODK platform, and field data collection. Desirable to have experience in similar health facility audits or quality of care assessment.
  • The tools within this assessment are complex, and they require the data collector and assessment team to have the medical or clinical knowledge and experience, in particular Sexual and Reproductive Health. Typically, for this assessment, a research team will consist of at least three people
  • Using a table Indicate the minimum number of assessors/firm members and the minimum number of working days (overall and in the field), per category of experts to be foreseen by the tenderers
  •  The person observing the client-provider interaction should have clinical training (e.g., doctor, nurse, midwife, etc.), and the client exit interviews should be performed by a social scientist with interview experience. Since the facility audit requires the researcher to examine medical equipment and to interview the manager of the facility, the person administering this instrument should have a clinical background and possess interviewing skills.

  • CVs of team members (only those to engage in the study) with a summarized expert of their role in the study should separately be included in the technical proposal.

  • Ability to accomplish the planned deliverables as indicated above.
