Advisor For Biomedical Equipment Management And Training

GIZ Internal/External Vacancy Announcement #143/2020

Capacity Development for Health Professionals and Biomedical Technicians “(CaNBMET)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the Ethiopian Federal Ministry of Health (FMoH) is currently implementing the project „Capacity Development for Health Professionals and Biomedical Technicians“ (CaNBMET). The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims at improving the practical training for selected health staff in Nekemte and west Oromia Region, by supporting Nekemte Health Science College, Nekemte Polytechnic College, Nekemte Specialized Hospital and the Nekemte Regional Biomedical workshop technically and in teaching skills. Furthermore, it advises the regional and federal level in terms of biomedical equipment management.

The German Government has also provided additional funding for COVID 19 prevention and control measures in Ethiopia, which are focusing on region of West Oromia and are implemented by WHO. Interventions will include support to health facilities and laboratories with training and procurement of equipment and consumables, especially for infection prevention and control, testing, surveillance and communications.

 Responsibilities

The advisor will be responsible for

  • advising the hospital’s management team on a comprehensive management of their biomedical equipment, roles and responsibilities, and respective technical needs
  • training Biomedical Engineering Technicians / Engineers for a ‘biomedical expert pool’ at Nekemte Specialized Hospital, TVET colleges and zonal level in maintenance and repairs of the full range of biomedical equipment (unless requiring company maintenance)
  • and supporting staff of associated hospitals/health centers in the surrounding area

Duties:

  • supports the set up of an electronic inventory system for biomedical equipment, an internal hospital preventive maintenance system and ongoing training system to continuously introduce staff to operation and maintenance of medical equipment (jointly with the hospital management team and in close cooperation with the International Expert placed in Addis Ababa at Tegbare-id)
  • deals accordingly with the design, preparation and implementation of workshops, seminars and other events on issues connected with the training of Biomedical Engineers/Technicians
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives at the regional workshop in Nekemte
  • assists and monitors the development and implementation of project plans and activities in close consultation with project staff and partner institutions
  • Assist in the maintenance and repair of medical devices in at Nekemte Health Science College and the regional workshop
  • Assist in the management of the regional workshop

Networking, coordination and cooperation

The advisor

  • supports the practical vocational training of students (biomedical technicians) in cooperation with Tegbare-id TVET College in Addis Ababa and other vocational training schools
  • advises the zonal and regional Health and TVET structure on the appropriate use of technology and needs for resources, spare parts and external maintenance
  • supports cooperation, regular contact and dialogue with all relevant partner institutions, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project 

Knowledge management

The advisor

  • provides data to the project M&E system
  • prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • assists with research activities and studies for the benefit of the project and assists with PR

Coordination tasks

The advisor

  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local/zonal level in consultation with the programme manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • compiles the relevant information for joint activities and assignments
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)

Other duties/additional tasks

  • Performing other duties and tasks at the request of management
  • Immediately reporting all problems involving activities and regulations to his/her superior

Job Requirements

Required qualifications, competences and experience

Qualifications

  • Minimum of a College or University degree in relevant field
  • Biomedical Engineering technician (m/f) or biomedical engineer (m/f)

Professional experience

  • A minimum of 5 years of proven practical and teaching/training experience in maintenance and repair of medical equipment

Other knowledge, additional competencies

  • strong planning and analytical skills
  • strong propensity for teaching
  • proven experience and skills in networking and technical coordination of different institutions
  • fluent written and spoken English and, knowledge of Oromo language; German is an asset
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Good networking skills and team spirit
  • Fluent knowledge of English and Afan Oromo
