Job Description

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global collaboration to improve long-term availability of health commodities

Supervision

  • The data collector– will report to respective supervisors assigned for this purpose 

Level of Effort and Location

  • This is a short-term assignment for one month with a requirement of travel to regions to the sampled service delivery points in 8 regions including Oromia, Amhara, SNNPR, Tigray, Afar, Gambella, Benishangulgumuz, and Somali regions.

Purpose

GHSC-PSM is supporting MoH, RHBs, ZHDs, WoHOs and health facilities to monitor malaria commodities supply chain and rational use of antimalarial medicines in Ethiopia. This supports include activities to triangulate LMIS and HMIS (DHIS2) data to improve supply chain decisions for antimalaria health commodities management. As part of this support, GHSC-PSM in collaboration with MOH and EPSA has planned conduct an assessment to investigate the discrepancies between malaria LMIS and HMIS(DHIS2) data, root causes for the discrepancies and propose solutions.                                      

Currently, we are seeking data collectors with prior experience of collecting health facility level data on logistics and laboratory diagnosis and malaria case management.

Principal Duties and Responsibilities

  • The main objective of this assignment is to collect health facility data on logistics and laboratory diagnosis and malaria case management

Specific objectives of the assignment

  • To collect data on the number of malaria treated cases from hospitals, health centers and health posts
  • To collect data on malaria medicines including quantities received, consumed and on hand and wastage from LMIS data sources at hospitals, health centers and health posts

Duties and responsibilities

  • Prepare micro plans to conduct data collection including logistics for the data collection
  • Collect data from patient registers, HMIS/DHIS-2, and LMIS data sources
  • Check sources for data for accuracy
  • Complete health facility questionnaire (including adhering to skip patterns, and asking questions as stated) on a mobile data collection application for all the sampled health facilities under data collector’s responsibility
  • Work with data collection supervisor to maintain quality of the collected data before submitting
  • Obtain further information and guidance from supervisor for incomplete data source documents collector and supply chain program advisor for malaria
  • Combine and rearrange data from source documents as required
  • Give explanations and corrections on the shared data when required
  • Keep information confidential

Data collection tasks will be undertaken across the different regions of the country; and knowledge of local languages of the region the data collector is planning to work in (Amharic, Afan Oromo, Tigrigna, Somali, etc.) is an asset.

Job Requirements

  • Minimum 3-5 years of proven experience of collecting health facility level data on logistics and laboratory diagnosis and malaria case management from public health facilities
  • Proficient in relevant computer and smart phone applications such as Survey CTO
  • Minimum of B Pharm/B.Sc. in health sciences (Pharmacy, public health, nursing, health informatics, etc) a related field preferred
  • Familiarity with data collection procedure (eg. interviews)
  • Great attention to details is required
  • Written and spoken English fluency required.
  • Experience of working on malaria end use verification (EUV) data collection is bonus
