Job Description

The Program Manager/Coordinator oversees the development, planning, implementation, reporting, monitoring and evaluation and the closure of projects of FRI in Ethiopia. He or she directly supervises the personnel assigned to the execution of the projects, including the project officers, and will work closely with the specialized teams (radio craft, digital innovation, knowledge management). The Program Manager reports primarily to the Country Representative, but also to the Regional Program Manager, East Africa (second supervisor).

Responsibilities:

Manage/Coordinate the development and planning of all Farm Radio International projects in the country

  • Ensure sufficient staffing (assign current staff or recruit new employees) in collaboration with the Country Representative
  • Develop agreements / contracts with project partners or consultants
  • Ensure that policies and approaches relating to FRI projects are respected
  • Mobilize project implementation partners, including government agencies
  • Develop the Project Implementation Plans (PIP) in collaboration with project leads and specialized teams
  • Collaborate on the development of a spending plan in collaboration with the Finance team
  • Coordinate technical contributions of specialized teams
  • Participate in planning meetings with donors or consortia of implementing partners

Manage the implementation of all Farm Radio International projects in the country

  • Develop weekly, monthly and quarterly in collaboration with the project team
  • Oversee the execution of project tasks and update regularly work plans
  • Ensure that the contributions of the Specialized teams correspond to the standards defined according to the work plan
  • Make logistical arrangements for effective implementation (p. eg availability of transportation, authorizations, advances allowances)
  • Ensure that all project expenditures are coded and recorded, and ensure that spending plans are updated when necessary
  • Review and finalize PIP, documents and reports
  • Regarding country-led projects: coordinate contributions and manage the preparation and submission of reports to donors according to schedule
  • For larger or multi-country projects: Contribute to the content of donor reports according to the schedule

Evaluation, learning and knowledge management

Under the supervision of the Knowledge Management Team Manager and the Country Representative and in close collaboration with the Regional Program Manager, East Africa, the person will have to contribute to monitoring and evaluation activities, including research, learning and knowledge sharing in the organization. More specifically, the tasks will be to :

  • Design, with the support of the Knowledge Management team, logic models and performance measurement frameworks and monitoring and evaluation plans
  • Contribute to the design of survey, tools and other evaluation instruments
  • Analyze data generated by surveys, interviews, qualitative evaluations, listeners’ responses to on-air / online surveys
  • Write baseline, mid-term evaluation and evaluation reports, including final reports
  • Write project summaries (briefs) highlighting the results of the projects, the learnings and the implications in terms of best practices
  • Organize or contribute to the capitalization process with the partners and stakeholders of the projects

Contribute to program development in Ethiopia

  • Look for funding opportunities for new projects in Ethiopia
  • Strengthen and maintain relationships / partnerships with financial partners, current and potential, including taking part in networking activities
  • Contribute to the planning, design and writing of concept notes and full proposals in response to funding opportunities

Contribute to the effective operations of the office

  • Support the Country Representative at representation activities and administrative tasks of the office when necessary
  • Work with the Country Representative and the Country Finance and Admin Headin order to establish an organizational culture and behaviors promoting equality, in particular gender equality; inclusive, healthy, professional and participatory; respectful and free from all forms of harassment and sexual misconduct
  • Assess capacity building needs, and plan and coordinate capacity building initiatives with project teams
  • Provide leadership in the development of annual project plans and budgets

Job Requirement

  • 7+ years of experience in program management/Coordination, particularly in communication for development or rural development
  • University degree in agriculture, communication, international development, environmental studies or related field, a master’s degree (an asset)
  • Team management/coordination experience
  • Demonstrated project management skills
  • Excellent research, data evaluation and writing

Skills

  • Significant knowledge of gender equality and women’s rights principles and experience in mainstreaming these principles in the project cycle
  • Knowledge and experience in project development and implementation, including results-based management
  • Knowledge of the principles of communication for development and / or broadcasting and ICT
  • Knowledge of national and international funders and strategic partners in Ethiopia

Other

  • Excellent intercultural communication skills
  • Good organizational and time management; ability to work under pressure to meet deadlines
  • Comfortable working with minimal supervision and limited resources
  • Fluency in English, with very good written and oral communication skills
  • knowledge of other languages ​​of Ethiopia considered an asset
  • Willing to travel within the country
  • Experience working in international NGOs
  • Knowledge of the Feminist International Assistance Policy of Canada

Job Location: Addis Ababa, Ethiopia

Direct Supervisor: Country Representative (main supervisor) and Regional Program Manager,East Africa (secondary supervisor)

Duration of contract: One year, with possibility of renewal (includes 3 months probation)
