Job Description
COOPI, Cooperazione Internazionale, is an Italian NGO working in Ethiopia since 1995 across the humanitarian and development sectors. COOPI programming includes WASH, Energy, Livelihoods and DRR/Emergency Response projects, currently implemented in Oromia, Afar, Somali and Sidama Regions. The Coordination Country office is based in Addis Ababa. Target beneficiaries include, but is not limited to, most vulnerable population such as Internally Displaced Persons (IDPs), crises affected communities, organized and individual farmers, unemployed youth, rural communities, water users, micro and small enterprises. COOPI implements activities in partnership with national, local and international NGOs, other civil society organizations, private sector, and in close cooperation with Federal, Regional and Local authorities.
COOPI Headquarter in Milan finalized in December 2019 a new ‘Protection From Sexual Exploitation And Abuse Policy’, which is currently being mainstreamed globally in the various country programs. In this framework, the COOPI Ethiopia country program is now seeking for a consultant with proven expertise on this topic to lead a capacity building training on PSEA in favor of all COOPI staff in the main program field bases and in Addis Ababa.
Objective of the assignment
Overall objective of the assignment is that the COOPI PSEA policy and a country-specific PSEA strategy are put in place within the COOPI Ethiopia program.
Specific objective is two-fold:

Desk review of relevant documentation related to the Ethiopian context.
The training will be framed with a lesson plan, specifying expected learning outcomes per each sub-section of the plan.
The training will be both theoretical and practical, the latter referring to the adoption of formats and mechanisms as depicted in the COOPI PSEA policy and eventual country-specific additional formats/mechanisms identified by the consultant (cf. below under Activity 2).
The training shall be delivered using a participatory, interactive methodology, aiming at engaging COOPI staff during its delivery. In this, a mix of frontal lessons and group discussions is recommended, in order to promote reflection within the trainees. Additional methodological tools can be added by the consultant to facilitate learning.
The training in each base is tentatively scheduled for one full day. An additional follow up session wrapping up results and further reviewing training outcomes/practical implementation strategies will also be organized with each field base focal point.
The consultant will start each training session with a rapid review of the COOPI Code of Ethics, framing the PSEA into the former document.
Pre and post-test for all training participants shall be used to quantitatively assess change in knowledge of trainees. Additional methodology to assess changes and remaining gaps may also be used.
The consultant will directly coordinate the delivery of this assignment with the COOPI Ethiopia Head of Mission, who is the PSEA Focal Point in the country.
Main activities and timing
StepActivitiesTiming (initiative)1Desk review of the COOPI PSEA policy and Code of Ethics, and additional relevant literature, e.g. the Inter-Agency Standing Committee guidelines and other policy documents that the PSEA refers to, presence of gender-based violence services in operational areas. Eventual additional literature with a specific focus on Ethiopia may also be reviewed at this stage.
Review of prevention, reporting and response mechanisms currently in place within the organization.
At this stage, an introductory meeting with the COOPI Ethiopia Head of Mission (HoM) will be organized, to introduce the consultant to the COOPI program, with a focus on typical beneficiaries (aid recipients) of the program. The meeting will also be used to discuss current mechanisms in place for enforcing the PSEA policy and best options for setting up an effective yet viable country-specific PSEA strategy.
2 days2Using as guide the Annex 8 of the global COOPI PSEA policy (‘Guidance for Country-Specific PSEA Strategies), preparation of one document to be added as Annex to the global COOPI PSEA specifying eventual Ethiopian-context tailored guidelines/practices in addition to those already present in the policy.
This will be a practical and ready-to-implement document -included of eventual annexes-, focusing on eventual country-specific protection concerns (e.g. related to the specific kind of aid recipients supported by COOPI), and especially on prevention, reporting and response mechanisms the program shall adopt in addition to current ones in order to effectively enforce the COOPI PSEA. Please note that recommendations for further developing PSEA strategies after the consultancy shall instead be included in the final report (conclusions and recommendations).
Preparation of training materials (in Amharic with English translation) and training schedule, the latter to be produced in liaison with the COOPI Head of Operations. The training materials will be subsequently (after the consultancy) used by COOPI concerned staff for follow training and induction of new staff and other stakeholders as of PSEA Policy.
The country-specific strategy, the training materials and the draft training schedule will be shared with the HoM for revision and approval. Inputs from HoM shall be included in preparing the final version of these documents.
5 days (including reception of feedback and finalization of documentation)3The HoM will identify field-base focal points for the implementation of the PSEA strategy. Via closely coordinating with the HoM, the consultant will ensure that these focal points have been identified prior starting the actual field training.
Delivery of training in the following main field bases:
The above order of the training location is only indicative and shall be discussed at inception phase (Activity 1 above).
The training will be of one full day for all concern staff at the base, plus a shorter follow up session delivered to the base focal point.
20 days included travelling (estimate)4Preparation and sharing of the final draft training report in English language and related annexes. The draft training report shall include: a short Introduction of the assignment; Activity implemented; Methodology used (included eventual limitations encountered); Analysis of training results (measured via pre/post test and eventual additional tools); Conclusions and recommendations to the COOPI Senior Management Team, focused on the enforcement of the policy throughout the program. The report shall at least include the following annexes: the present ToR; one annex to the COOPI PSEA global policy tailoring implementation aspects relevant to the Ethiopian context; list of places visited and training participants per session. Outputs
All material produced by the consultant are of the sole ownership of COOPI. The consultant commits to keep materials and any other information gathered as confidential.
Logistics and timeframe
Field visits will be planned jointly with the COOPI Operations Section based in Addis Ababa.
COOPI will ensure that all Project and Base managers are fully involved in planning, to ensure that the delivery of the training proceeds smoothly. Equally, COOPI will ensure that staff in smaller bases are able to attend the training at main field locations.
COVID-19 mitigation measures as of Ethiopian Government directives will be enforced during the training sessions. COOPI Addis and Field bases will ensure that protective equipment (e.g. face masks, hand sanitizers) and adequate training places to ensure physical distancing are available at the time of training. The consultant will be in charge of equipping him/herself with own protective equipment.
Costs for travelling, accommodation, and reasonable costs related to stationary and printing of training materials will be covered by COOPI.
COOPI will normally directly pay for travel and accommodation, while will refund the consultant for stationary and printing costs in exchange of a valid receipt by the consultant.
The field bases will provide translation services from Amharic to local languages as deemed necessary.
