Background

MoTI is responsible for promoting the expansion of trade, industry, and investment. MoTIs mandate includes creating conducive conditions for the promotion and development of the country’s export trade as well as strengthening the country’s foreign trade relations and negotiating and implementing trade, port, and transit agreements. MoTI also provides and regulates business registration and licensing services, facilities the acceleration of industrial development, and provides support to industries considered to be of strategic importance.

Furthermore, the Ministry is mandated to promote the expansion of micro, small and medium enterprises (MSMEs), facilitating the privatization of state-owned enterprises (SOEs), and ensuring the proper provision of certification, quality, and standardization of services.

MoTI is keen to explore effective ways to improve the current trade balance and reduce the negative effects of forex shortages. To achieve that, MoTI aims to improve export earnings as well as build its capacity to fulfil its mandates effectively. MoTI understands the need to leverage exports to increase forex in the country and the pivotal role it can play in boosting the private sector export competitiveness. Most importantly, MoTI is expected to drive the country’s trade vision, particularity the export agenda from end-to-end and by playing a facilitation role across relevant commissions and ministries to ensure an integrated ecosystem of support for enterprises in Ethiopia. It is a key institution to work with to boost the manufacturing sector and enhance exports of manufactured goods and value-added agricultural products.

However, MoTI is currently facing several constraints in boosting Ethiopia's export competitiveness and forex earnings, including specific technical capacity gaps. All these policy and implementation responsibilities bestowed on MoTI require high calibre professionals with extensive sector knowledge and understanding. Currently, the major delivery gaps seen in the Ministry are linked to 2 sets of challenges:

1. lack of integrated and streamlined operations within MoTI and with key export ecosystem actors, and
2. A lack of critical skills and staff necessary for the complex tasks at-hand.
