ETHIOPIAN CENTER FOR DISABILITY AND DEVELOPMENT (ECDD)

TERMS OF REFERENCE (TOR) FOR CONSULTANCY

SERVICES TO REVIEW ACCESSIBILITY DESIGN, AND BILL OF QUANTITY; MAKE NECESSARY ADJUSTMENTS, AND FOLLOW-UP OF CONSTRUCTION

INTRODUCTION

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

Currently, ECDD with the support of United Nations Population Fund (UNFPA) is implementing a program entitled SRH+: Increasing Access to and Use of SRH Services by Adolescents and Youth with Disabilities.

In view of this, presently ECDD under this project planned to conduct accessibility modification of two HEALTH CENTERS in Arbaminch shecha health center and Wolayita Soddo waddo health center.

The accessibility modification serves the following objectives:

• Creating model accessible Health Center under project implementation areas that different stakeholders are able to learn from to create accessible health facilities
• Ensure that health centers are accessible to persons with disabilities so that they can utilize sexual and reproductive health services
• To educate the public about measures needed to make health facilities accessible for persons with disabilities

SCOPE OF WORK

The scope of the services required under this consultancy includes:

• Review for previously developed design and bill of quantity and make necessary adjustments
• The design and bill of quantity will include gates, ramps, railways, toilet, etc
• Regular supervision and follow-up when selected contractors are conducting the modification
• Report to ECDD regarding progress of modification works and issue payment sheet for the contractors

Job Requirements

ELIGIBILITY CRITERIA FOR APPLICANTS

The applicant should be an entity incorporated under Ethiopian business law, duly registered. Other qualifications required include:

• Knowledge and experience in accessibility designs, disability, and inclusion
• Determined to finish work within specified deadline

• Organizational background or personal CV
• Technical proposal constituting work plan and time period
• Financial proposal stating detailed cost for all tasks
• Renewed license and registration
• Any other relevant documents
