Staff under supervision: Senior Finance Officer, Finance Officer (Record Keeping), and Field Finance and Admin Officers (functional)

Grade: Grade 7

Job Summary:

Under direct supervision of the Senior Finance Director, the Finance Manager is responsible for leading the Financial Analysis and Reporting wing of the Orbis Ethiopia finance team. She/he will be responsible for oversight of recording of financial information to the Accounting Software. She/he will be responsible for month-end bank and other balance sheet items reconciliations, monthly and annual closes, and financial analysis and reporting. She/he will be responsible for organizing and coordinating Orbis Ethiopia efforts in facilitating internal and external (statutory) audits and responding to audit findings.

The Finance Manager provides direction to the Grants, Financial Analysis and Reporting section of Finance department in Addis Ababa and will functionally oversee the field office finance and accounting activities. The Manager will be specifically accountable for meeting the following position objectives/goals and their corresponding duties and responsibilities:

  • Ensure annual and proposal budgets are informed by projected activities, thorough, realistic/reasonable and accurate.
  • Ensure expenses are charged to the right account codes (General Ledger Accounts Codes. Project Codes, Fund Source Codes, Donor/Activity Codes, and other subsidiary ledger account codes); and are within the approved budget.
  • Ensure data integrity of the Accounting Software – ensure accurate data is entered to the accounting software (MIP).
  • Ensure month-end reconciliations are done and monthly reports are issued to HQ promptly after the end of each month and within the predetermined deadlines.
  • Ensure year-end closings and reconciliations are completed and annual reports are issued to HQ according to and within the deadline set the Policies and Procedures manuals. 
  • Ensure outstanding advances to employees, vendors, and others are monitored and liquidated timely and in accordance to Orbis policies and procedures and donor requirements.
  • Ensure outstanding liabilities (such as taxes, accounts payables) are monitored and timely settled in accordance to Orbis policies and procedures, AP terms and tax authority deadlines.
  • Ensure donor and other financial reports (including but not limited to Periodic Budget Utilization Reports, Financial Reports to Local and Federal Government Offices) are prepared based on the actual information generated from the accounting software (MIP). Ensure donor reports are prepared in accordance to donor requirements as stipulated in donor agreements.
  • Ensure all Orbis Ethiopia financial documents (JVs, PVs, RVs, and their respective backup/support documents) are properly organized, referenced and safely stored for future reviews and uses.
  • Manage grant activities and ensure grant agreements are made in accordance to Orbis Policies and Procedures, donor requirements and other applicable rules and procedures. Ensure grant activities are properly tracked and monitored and electronic copies of grant agreements are uploaded on SharePoint. In collaboration with the Senior Finance Director and HQ Grants Manager, ensure donor terms and conditions for all restricted funds are complied to.
  • Ensure all audits (Statutory, Internal, donor) are properly handled and completed in due time and reports are submitted to relevant government offices and others as required.

The Finance Manager could be asked to perform any other finance related duties assigned by the Senior Finance Director.

Job Requirements

Academic Qualification

  • BA Degree in Accounting and Finance - MSc in Accounting and Finance or Certifications (CPA, ACCA or equivalent) preferred.

Work Experience

  • Minimum 10 years of relevant experience in a Non-Governmental Organization (NGO) or similar environment; out of which 5 years must be at a managerial level.
  • Experience in managing DFID, Irish Aid and other donor grants preferred.
  • Experience in Grants and Compliance Management preferred.
  • Experience in managing partnerships with Ethiopian Government offices at Regional, Zonal and Woreda level preferred.

Required Skills

  • Strong communication skills, both verbal and written in English, and the ability to effectively interact with senior management and individuals with varying degrees of financial knowledge.
  • Excellent accounting, financial management and budgeting skills
  • Excellent skills in donor proposal development and donor reporting
  • Excellent skills in MS Excel, MS Word, PowerPoint and Accounting Software (Experience in Fund Accounting Software preferred)
  • Ability to work effectively in a team-driven and collaborative environment with a strong emphasis on accountability.
  • Ability to support customer-centered approach to programs, services, and systems.
  • Ability to work under pressure and prioritize effectively.
  • Ability to report to and coordinate with multiple stakeholders, both internal and external.
  • Willing to make Orbis business travel to field offices and international destinations.
