Reports to: Library Administrator

Digital Librarian manages and organizes the digital library, combines the functionality for information, elicitation, planning, data mining, knowledge mining, digital reference services, electronic information services, representation of information, extraction, and distribution of information, co-ordination, searching notably CD-ROMs, online, Internet-based WWW, multimedia access and retrieval. Responsible to facilitate access to information just-in-time to the critical wants of end users and additionally to facilitate electronic publishing and plays a distinctive and dynamic role in easy accessing of computer held digital information including abstracts. Ensures interactive user engagement with library digital content and investigates and promotes new methods and tools for presenting content to patrons. Collaborate with IT support staff, librarians and other staff members to provide quality digital services in person and virtual reference and research assistance to patrons and participates in collection development and maintenance.

Key Duties and Responsibilities

  • Implement Automated Library management system (Public Health Management Information System)
  • Establish Institutional repository system
  • Maintain and manage the Digital Library
  • Performs professional library work based on collection development policy, Acquire, Classify, Catalogue, organize, manage, store, retrieve, evaluate, disseminate, preserve digital resources for the long time use and weed digital and print library materials adapt to a rapidly changing library technology , environment and social change.
  • Coordinates access and maintenance of the Library's licensed digital resources, including tasks related to contracts, implementation, staff support, troubleshooting, and maintenance of resources.
  • Provide knowledge mining from the emerging knowledge warehouses and handle the tasks of massive digitization, digital storage process, and digital preservation
  • Provide digital reference services, reader advisory and intellectual access to electronic information in any format for the userand universal access and retrieval of digital knowledge, ultimately access to all
  • Keeps informed of professional and technological developments through participation in professional organization, workshops, trainings and reading professional materials to identify, develop and deliver patron instruction in the use of digital technologies including the development and delivery of library programs
  • Collaborates with the IT staff to develop information service strategies and initiatives that maintain a high level of patron satisfaction with on-site and digital technology resources
  • Manage human resources and knowledge resources and financial resources for digital resource development
  • Collects, maintains and reports digital resources and services statistical data to Library Administrator
  • Role of library professionals in the DL

Knowledge and skills:

  • Ability to manage the digital libraries and digital knowledge in terms of digital knowledge management.
  • Ability to adapt to a rapidly changing library technology environment ,Knowledge of library information technology, systems, products and delivery technologies and managing technological facilities, resources, Microsoft software systems and tools, social media platforms and web based communication, information and collaboration tools.
  • Ability to establish and maintain effective working relationships with Library staff, to work in the Library’s team setting, willingness to assist and support coworkers, contribute ideas ,maintain flexibility and foster cooperative and courteous working relationships with the public, peers and supervisors.
  • Ability to communicate effectively both orally and in writing; ability to perform close, detail work involving considerable visual effort and concentration and Knowledge of user interaction with digital resources.

Job Requirements

Education & Experience

B.A or M.A in library and information science, Public Health Informatics and Information Communication Technology

Proven practical experience of 10 years of satisfactory professional library experience for B.A degree and 8 years for M.A degree.

Terms of Employment: Contract for 1 year with possibility of extension
