Place of Assignment: Addis Abeba (With extensive travel to the project sites)

Position Purpose
The Country Program Coordinator (CPC) will ensure the quality delivery of results for all DF Ethiopia programs. She/he will have the overview of all programs and conduct regular assessments and reviews of the performance of partners and delivery of results according to the agreed outcomes. The CPC will be Officer in Charge for DF Ethiopia in the absence of the Country Director. The CPC will ensure that all DF programs are designed, implemented, and followed up in a quality manner. The CPC will coordinate the program team in DF and be a contact person towards the partner organizations. The CPC will represent DF in relevant forums, including with donors, Government, INGO’s and implementing partners. The CPC will be the overall responsible for the reporting, learning and sharing of knowledge for all DF programs.
Duties and Responsibilities
Program development and regular planning
- Have detailed knowledge of the different grant agreements with the DF back donors including funding requirements and timetables.
- Coordinate the program team in developing new program ideas.
- Ensure close collaboration with DF Finance and Administration on all issues concerning quality assurance of existing programs and in development of new programs, including budget management
- Proactively seek funding opportunities for potential DF programs
- In liaison with DF Oslo, actively take part in developing new programs and program proposals to various donors.
- Participate in the development of the DF Ethiopia strategy.
- Ensure that annual plans for DF programs are developed and monitored throughout the program management cycle.
- Provide close technical support to partners in the preparation/design of new projects.
- Provide insight, training, support and guidance to DF staff and implementing partners on program development.
Monitoring, partner follow up and reporting
- Coordinate DF monitoring visits to all implementing partners, ensuring regular visits to all partners.
- Develop and improve monitoring reporting formats and ensure quality reports after each partner visits.
- Coordinate and facilitate periodic mid-term and end of program evaluations.
- Follow up with partners related to existing program agreements/contracts.
- Provide professional support to the partners’ relevant staff on data collection, annual plans, log frames, applications, reporting, etc.
- Follow up on the status of program implementation and budget utilization.
- Ensure that reports from partners are received on time and of expected quality, including financial management reporting.
- Review and consolidate reports received from the partners to be sent to donors and other relevant stakeholders in consultation with the PO’s, CD, and the Finance Team (annual reports).
Communications and Networking
- Ensure regular interaction and communication with partners and other relevant stakeholders.
- Develop good working relationships with other stakeholders in DF related sectors.
- Establish good communication with DF Head Office in Oslo.
- Represent DF in relevant forums (Donors, Government structures, INGO meetings etc).
- Performs other related tasks as required and assigned by the CD.
Management
- Be a part of the DF Ethiopia Management Team.
- Act as a signatory for DF Ethiopia.
- Take on the roll of CD a.i. when required.
- Mentor and coach staff in the program team.

Job Requirements
Academic qualification and work experience
- Master’s Degree in Social Science, management, or other relevant training fields. Minimum 5 years working with an NGO in program coordination or management.
General knowledge of:
