Call for consultancy for Preparing Background/Scoping Papers on Selected Economic and Social Rights 

The Ethiopian Human Rights Commission (EHRC) is one of the national democratic institutions prioritized for reform as part of the series of political, legal and electoral reforms. EHRC recognizes the particularly significant role it can play in promoting and ensuring the protection of economic, social and cultural rights (ESCRs) of all persons. It has already shown its commitment by prioritizing ESCR in the Amended Establishment Proclamation No. 1224/2020, which implies the appointment of a Thematic Commissioner for ESCR. To further strengthen its efforts and enhance its role and functions, EHRC is calling for consultants to prepare background/scoping papers on selected ESCRs – the right to adequate housing and the right to work and workers’ rights. 

Job Requirements

All interested consultant(s)/firms should meet the following criteria:

  1. Be composed of experts in the following areas: a) human rights in general and ESCRs in particular; b) gender and vulnerable groups’ rights; c) conducting research using participatory approach.
  2. Be registered as an official company/firm in Ethiopia and in possession of full registration documents;
  3. Have a valid tax clearance form;
  4. Organizational profile containing evidence (at least 2 references) of similar work within the last 3 years;
  5. Technical proposal outlining understanding of the TOR, a methodology on how the work will be conducted, workplan with timeframe, and how the consultant(s)/company meets the selection criteria;
  6. Financial proposal with the itemized costs for the work covering professional fees and taxes.
  7. Excellent written and verbal communication skill in Amharic and English.

  • Interested applicants must submit their technical and financial proposals in English in two separately sealed envelopes to the Finance and Procurement Directorate of EHRC. Applicants are required to submit copies of license, VAT, registration, supplier registration, etc., together with their financial proposal.

Scope of Work The consultant will be responsible for preparing, delivering, and reporting on a four-day Law Enforcement Agencies–Media-CSOs Dialogue Forum. The forum will cover key thematic areas, including: • Media freedom, constitutional guarantees, and rule of law principles with the focus on the international and regional frameworks (including UDHR, ICCPR, ACHPR, and UN frameworks on journalist safety) to set the context. • National legal frameworks governing media and freedom of expression, and their implications for law enforcement, media operation and CSOs advocacy practice. • Digital rights, cyber-security, and the protection of media and CSOs actors in online spaces. • Co-creation of Standard Operating Procedures (SOPs) or a Code of Conduct to guide Law Enforcement Agencies–Media-CSOs engagement, during special events, particularly in the context of the upcoming election. The consultant will facilitate discussions, group work, and role-play exercises to encourage dialogue, identify friction points, and propose practical solutions. Following the forum, the consultant is expected to prepare a concise report summarizing key outcomes, recommendations, and agreed next steps, as well as a draft SOP/Code of Conduct reflecting the contributions of participants.

Scope of Work The selected trainer will be responsible for designing and delivering a two-day capacity-building training for lawyers engaged in media and freedom of expression work in Ethiopia.
