Job Description

Ethiopia–Data Use Partnership (E-DUP) seeks to recruit a highly qualified Program Coordinator. E-DUP is a partnership led by Ethiopia’s Federal Ministry of Health (FMOH) to enhance collection, aggregation and use of high quality data including routine health information at different levels to achieve FMOH’s Information Revolution agenda as stated in the Health Sector Transformation Plan.

The Program Coordinator will be based in the Addis Ababa, Ethiopia and works closely with the E-DUP team under the leadership and guidance of the Project Director. S/he serves as a liaison and channel of communication between the central and regional team and facilitate technical, administrative and budget related supports the regional team may request from the central offices. S/he also plays key role in following up implementations of agreed up on items, identify issues requiring management attention with regards to project implementations in the regions and at central level.

Detailed Responsibilities and Tasks:

Communication

  • Act as a liaison and channel of communication between the central and regional offices.
  •  Develop and maintain a transparent, honest and supportive communication structure with regional team to ensure they are kept informed of support related activities and requirements.
  • Ensure the necessary program and administrative guides developed by the project and other partners are available to central and regional team.  
  • Develop an archive of communications between central and regional team, agreed up on practice guides and deliverables of all regional team.
  • Monitor the effectiveness of project communication and implement improvements to ease communication between the two teams.
  • Document regional and national level meetings, including review meetings as assigned.
  • Conduct case studies and/or Review case stories prepared by the regional and country office team. 

Support to project regional operations

  • Continuously monitor and analyze the project performance in the country and flag issues requiring management attention.
  • Track expenditure of assigned budget and progress of deliverables for all regions. 
  • Notify status of regional budget expenditure to project director and develop strategy to address the budget burn rate.
  • Track the status of requests (cash flow, procurement, IT supports and others) coming from regions.
  • Represent the project at various forums when assigned by the supervisor.
  • Coordinate with cluster leads to respond to regions’ request for technical assistance.
  • Develop and ensure implementation of project management guideline at regional, sub-regional and cluster levels.

Stakeholder mapping and establishment of relationships

  • Collaborate with Regional team and cluster leads to develop stakeholder profiles and facilitate stakeholder identification and analysis at regional levels.
  • Coordinate with technical/project director and senior staff to identify new projects and partners.
  • Organize and/or participate in meetings with relevant partners.

Project database and reporting

  • Assist regional team while preparing regular reports to the project management.  
  • Serve as a primary contact point for the preparation and documentation of Charities and Societies Agency’s annual plan and report

 Perform other tasks as assigned by the Supervisor

Duration of employment: until October 2021. 

Job Requirements

  • Minimum of Master’s degree in public health/social sciences with more than 7 years of relevant experience.
  • Excellent report writing skills in English.
  • A team player but also able to work independently and to manage various activities on a daily basis with minimal supervision;
  • Excellent computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook and other relevant file management software. 
  • Must travel up to 30% depending on project needs.

Preferred qualifications

  • Experience in working with or at various levels of the health system.
  • Recent experience of working with MOH and/or RHBs.
