Context
Under the overall supervision of the EU-IOM Joint Initiative for Migration Protection and Reintegration (EU-IOM JI) Programme Coordinator; direct supervision of the EU-IOM JI M&E Officer in Ethiopia, and the technical supervision of the Regional Data Hub (RDH) in Nairobi, the successful candidate will be responsible for coordinating and implementing the information management initiatives under the EU-IOM JI programme, including the continued management of IOM’s Migrant Management Operational Systems Application (MiMOSA), providing technical support for data collection, management, and analyzing related to mixed migration data sources, as well as research and assessment efforts as defined by the EU-IOM JI programme and EU-IOM JI overall migration management portfolio.
Core Functions / Responsibilities:
- Lead the management and application of MiMOSA 8.0 in Ethiopia, in particular for the use in EUTF- funded migrant protection and reintegration programming, in close coordination with the M&E Officer and relevant staff in Headquarters (HQs) and in the East and Horn of Africa Regional Office (RO).
- Provide technical guidance to relevant units with the compilation of regional case management data, including for regular reports required by IOM HQs as well as donors as per the data flow processes in place.
- Provide technical guidance and support/train Migration Protection and Assistance (MPA) staff in information management. Support the expansion and facilitate consistent use of MiMOSA across the mission, in line with relevant instructions and internal guidance notes.
- Generate and develop data reports and data outputs from MiMOSA (including monthly quantitative reports), meeting the requirements of internal and external stakeholders; work to include migrant assistance data in visual analytic applications.
- Support the M&E Officer to develop ad hoc migrant assistance data collection activities to ensure accurate and reliable data is collected, stored, and submitted in a timely manner to be further processed.
- Participate in the effective implementation of the EU-IOM JI programme and ensure regular data reporting, monitoring as per agreed timelines; draft project status and progress reports.
- In coordination with the Senior Information Management Assistant and M&E team, provide guidance for the effective use of the designated information system, including portals and application tools, and other databases to manage the implementation of information management mechanism.
- Support the M&E team to coordinate the development and enhancement of the integrated, methodology for data collection, analysis, and visualization as required and needed by relevant units working on migrant protection and reintegration.
- Supervise the information management team of the EU-IOM JI programme, by assigning clear tasks and making sure these are delivered efficiently.
- Support capacity building efforts to strengthen governmental bodies and Implementing Partners (IPs) in their capability to collect, manage, and analyse migration data at local and national levels.
- Regularly coordinate with the DTM programme and MMU unit to maximize data triangulation, data sharing, analysis and narrative of the migration trends at the country and regional level.
- Ensure that the implementation of the information management systems and application complies with IOM Data Protection principles and adheres to Information Technology and Communication (ITC) Policies and Standards.

Job Requirements
Education
- Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution ; or
- Bachelor degree in the above mentioned fields with two years of relevant experience
Experience
- Six/Eight (MSc/BSc) years’ relevant Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products;
- In-depth knowledge of the latest technological developments in information technology and information systems;
- Experience with data processing and mapping in ArcGIS platform and with Adobe Creative Suite (particularly with Adobe Illustrator) desirable;
- Experience in the development and management of databases and applications;
- Experience of other information management work desirable, including data verification, validation, classification, and transformation as well as data warehousing;
- Demonstrated ability for leadership in the context of partnership building and consensual decision-making;
- Proven skills to analyze statistical information;
- Ability to formulate IM-related technical requirements and Operating Procedures;
- Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
- Ability to compile and holistically analyze diverse datasets;
- Experience with handling confidential data;
- Demonstrated team-building and information management skills;
- Demonstrated understanding of different data collection methodologies;
- Knowledge and understanding of relational data theory;
- Experience in advanced data visualization and information design skills;
- Ability to work in a multicultural environment
Languages
- Thorough knowledge of spoken and written English and Amharic.
- Knowledge of local languages is an advantage.
