Hours of work:

37.5 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stage

Key relationships/interactions: Work closely with different internal and external stakeholders at all levels

Lead the implementation of the project’s influencing strategy

  • Lead the implementation of the project’s influencing strategy in line with project objectives
  • Work closely with the project coordinator, project staff, and project consortium members (SEPDA & ASE) to understand the risks in delivering influencing work and develop a robust risk analysis and mitigation strategy
  • Provide policy leadership, advice, and guidance to the project and livelihood program team, demonstrating expert knowledge of the relevant policy environment, and analysis and innovative solutions to a wide range of issues
  • Work with OUS (project donor) campaigns team to ensure there are strong synergies and get support/buy-in
  • Work closely with media and programme colleagues, the regional campaigns team to ensure messages are consistent, coherent and have an impact, and are based on a sound gender analysis
  • Participate in food system calls updating on country context, influencing opportunities, and input into regional and global campaign strategies

 Lead on the collection and dissemination of key project information, and represent the project externally with allies, partners, and other stakeholders

  • Participate in meetings with the Ministry of Agriculture, Regional Bureau of Agriculture and Natural Resources and other regional key sectors, AGRA country team, and project consortium members in close coordination with project coordinator
  • Represent the project with allies, partners, and other external stakeholders, building alliances and conducting lobbying activities, using well-developed influencing and negotiating skills
  • Regularly and proactively share key information and project updates and analysis with the project team, at the national and regional levels
  • Keep project team up to date with significant and emerging issues through regular communications on policy issues relevant to the Ethiopia agriculture sector

Lead the development of quality policy and influencing outputs

  • Develop quality policy and advocacy products through compiling evidence, lessons, case stories including regularly updated policy lines, talking points, briefings, letters, blogs, and lobby notes as required
  • Ensure that evidence collected, used for the preparation of policy brief for the betterment of the agricultural sector,
  • Work with allies with relevant sectors and project consortium to develop quality joint products as required and in line with Oxfam’s strategy

Job Requirements

  • Experience, Knowledge, Qualifications & Competencies
  • Essential 
  • Bachelor’s degree or Bachelor of Science in relevant fields including agriculture extension and communication, rural development studies, agricultural economics, development studies, etc from a recognized university/college or an equivalent combination of education, training, and experience required that can bring added value.
  • Relevant 5 years of experience preferably in an international NGO,
  • Experience in policy and advocacy, including networking and alliance building with other agencies in areas of agriculture or rural development
  • Proven ability in developing and implementing influencing strategies
  • Excellent representational skills, and experience of meetings with senior decision-makers
  • Excellent verbal and written communications skills in English. Ability to produce engaging, accessible, and in-depth contextual and policy analysis for a variety of audiences.
  • Has a wide-ranging network across different stakeholders and government, regions, and other partners
  • Demonstrable understanding and experience of gender and diversity issues and proven commitment to and evidence of promoting gender equity
  • Ability to work independently in a fast-paced environment to meet tight deadlines, including after work hours as necessary
  • Collaborative, supportive, and effective team player with strong interpersonal skills; able to motivate, influence and negotiate both internally and externally
  • Sound understanding of the economic (agriculture sector policies and strategies), social and political context in Ethiopia, poverty, and development,
  • Innovative and creative approach to problem-solving
  • Sympathy with the aims and objectives of Oxfam and commitment to Oxfam’s equal opportunity and gender policies.
  • Willingness to travel to project sites and to other Oxfam’s program areas as required 

Desirable

  • Experience in complex and insecure environments working in humanitarian and long-term development contexts with diverse teams.
  • Understanding of agriculture sector policies and strategies
  • Previous experience in Ethiopia and knowledge of the country’s context and the dynamism
  • Familiarity with Oxfam’s priorities and development and humanitarian programme work is an advantage
  • Politically astute, with a good understanding of key external organizations, how they operate and make decisions, and the country development context.
