Job Purpose

The purpose of Senior Livelihood Project Officer Position is to manage and coordinate Resilience project activities in accordance to the procedures of the organization. Under the general administrative, technical and professional direction of the Livelihood and Food Security Program Coordinator or his designate, the Senior officer, plans, organizes, directs and coordinates the overall project activities which IRE implements; carries out a range of consultative and advisory activities in the areas of community capacity building, networking, and encourage the preparation of research papers and studies that would promote/encourage intervention for pastoral communities. The Senior Livelihood Project Officer monitors progress and provide ongoing feedback to Livelihood and Food Security Program Coordinator or his designate, proposing adjustments in annual implementation plans according to emerging community needs and priorities.

Key Responsibilities:

  • Familiarize him/her with IR missions, values, principles, and procedures and ensure that all project activities implemented in accordance with IR policies.
  • Serve as Enhancing Food Security, Stability and Resilience of Drought affected pastoralist and agro-pastoralist communities (EFSSR) project primary.
  • IR Representative in dealing with regional line Bureaus, local governments, local community and other NGOs working in the are. 
  • Act as the primary liaison to IR country office departments.
  • Ensure that all the program/project components are executed inline with the terms and conditions of the agreement both the government and donor. 
  • Plan, coordinate, supervise, and control the activities of the project and appraise the performance of the project staff on timely manner.
  • Maintain good relationship with stakeholders at District, Zonal and Regional level. 
  • Prepares and submits various reports required by Country Office, the Regional Government, The donor and other stakeholders.
  • Prepares Service Contracts with the knowledge of the Country Office and project activities covering among other the following: vehicle rent, maintenance services, and professional fees and alike
  • Develops strategies that would increase the organizational and institutional capacity of the local community together with its subordinates.
  • Develop concept notes and proposals relevant to the local context.
  • Nurture project team spirit and develop team work and harmony among team members
  • Performs any other related duties of a permanent or temporary nature that may be assigned to him/her from time to time by the Program Manager, budget holder of the project and Country Office.
  • Ensures that all project related payments are made as per the rules and regulations of the organization and,
  • Ensures that the project staffs are working in safe and secure environments.
  • Organized a regular consultation meeting with the team and report the outcomes to the concerned persons. 
  • Ensures office closure upon project phase out and handover properly to the land lord while shipping materials to EWA office ahead of time. 

Job Requirements

  • First Degree in Plant Science, Agricultural Economics, Veterinary science, cooperatives, Economics, Animal science, Dry land agriculture, or other related subjects.
  • A minimum five years working experience in similar position or equivalent in program /project management in an INGO working environment with at least three years working experience in Afar Regional State.
  • knowledge of the local culture and language (Afar language) is advantageous
  • Good demonstrating ability to interact on professional level with staff, donors or government officials,
  • Good experience of managing and developing a team and the ability to lead and motivate others,
  • Good interpersonal and communication (written and spoken English) and presentation skills; knowledge of operational area is preferable,
  • Experience in capacity building of staff and partners,
  • Well organized, analytical and able to prioritize multiple tasks,
  • Excellent IT skills, MS Office applications,
  • Sympathy with Islamic Relief values.
