Background

The Seqota Declaration (SD) Implementation Advisor will be responsible for providing technical assistance to support successful implementation of the SD Innovative and expansion phases as a member of the SD team seconded by Save the Children to FMOH. The SD Implementation Advisor will be expected to identify and address gaps in the implementation of the SD Innovative and expansion phases, provide technical capacity building for regional SD teams, conduct on-site visits and ensure documentation, provide support and coordination to the education, women and children affairs, and labor and social affairs sector bureaus at all levels, and ensure gender-sensitive implementation.

Role Dimensions: The role requires regular communication with GoE stakeholders in the implementation of the Seqota Declaration Innovation and Expansion Phases, in particular with Regional Program Delivery Units in Tigray and Amhara. The employee will maintain strong working relationship with both SD PDU and Growth through Nutrition teams. The position requires ability to provide strategic input and communicate effectively to effect positive change in implementation of the SD Innovation and Expansion Phases. 

KEY AREAS OF ACCOUNTABILITY :

Advisory and capacity building for effective implementation of SD Innovation and expansion phases

  • Advise the regional and federal Program Delivery Unit (PDU) on SD context-specific issues for effective implementation.
  • Support regional PDUs to effectively engage with regional, zonal, and woreda sector and political leadership to identify bottlenecks.
  • Identify capacity building needs for regional, zonal, and woreda level, including supporting the nutrition workforce (HR capacity) gap assessment led by FMoH, and uptake of its recommendations in education, women and child affairs, and social security sectors at various levels.
  • Plan and implement capacity building interventions that address the identified needs.
  • Work closely with NNP platforms, from national to woreda levels, to harmonize SD implementation with ongoing nutrition programs.
  • Support uptake of effective and innovate interventions in SD implementation woredas, including approaches and materials from key partners such as Growth through Nutrition

Provide technical support and coordination for education, social protection, and women and children ministries and bureaus in planning and implementation of SD

  • Support responsible unit/person in sector ministries and bureaus in SD annual plan preparation, ensuring gender integration. 
  • Provide technical support and follow-up progress for implementation by the sectors:
  1. Ministry of Education for school feeding program, school WASH program, and school health and nutrition program planning and implementation in SD woredas.
  2. Ministry of Social and Labor Affairs in SD implementation, especially to ensure inclusion of pregnant and lactating women, and children under 24 months, in PSNP IV implementation. Support link to MOANR/MOH for this purpose.
  3. Ministry of Women and Children Affairs to plan and successfully deliver SD interventions that involve community mobilization, women empowerment, and protection and participation of children.
  4. Ensure effective gender-integration in the aforementioned ministries’ planning, implementation, and reporting of SD.
  • Provide follow up for the regional and woreda level education, social and labor affairs, and women and children affairs bureaus in the planning and implementation of SD three-year plan; ensuring harmonized / complementary activities at from federal to woreda level.
  • Follow up and support SD stakeholders and development partners that implement education, social protection, and women and children affairs interventions.

Coordinate and follow up timely execution of Techncial Assitance Providers for Innovation and Expansion phases to achieve the deliverables.

  • Follow up timely launching of the TA assignments for Super School of Five(SSo5), SD expansion phase investment case development, Resource Tracking and Partnership Management(RTPM), Growth and Monitoring Program(GMP) and Grant Under Grant(GUG)-GTN/USAID support and others;
  • Review TA providers deliverables and ensure attainment of the objectives as per the proposals;
  • Coordinate the TA providers task with federal and regional sectors using PDUs;
  • Follow up the progresses of the TA providers through weekly calls, on the site visits to the Seqota Declaration woredas;
  • Jointly with TA providers coordinate dissemination of deliverables to Seqota Declaration stakeholders;
  • Document learning and experiences of Federral Program Delivery Unit engagement with Technical Assistance providers;

Conduct on-site support, review performance monitoring, document promising practices and disseminate lessons for adoption

  • Conduct on-site supportive supervision and review intervention implementation.
  • Follow up the performance of sector ministries, regional bureaus, woredas, and stakeholders using the standard score card and use findings for timely decision-making.
  • Document promising practices on education, social protection, and women and children affairs and share with other woredas and regions for scale up. 
  • Together with SD’s M&E team, identify potential bottlenecks to implementing multi-sectoral nutrition monitoring and reporting in the specified sectors and work towards solutions.
  • Represent Federal PDU in stakeholders’ forums, meetings and conferences, and share SD progress and challenges.   

Planning and Reporting

  •  Develop annual work plan as per the program delivery unit planning framework annually;
  • Submit weekly, quarterly, biannual and annual reports to Program Delivery Unit as per the GoE standard;
  • Take part in the individual, team, program delivery unit, multi-sectoral performance review meetings;
  • Submit quarterly reports to GTN on major activities undertaken and plans for following quarter
  • Participate in GTN annual planning and review
  • Have monthly briefing with SCI/GTN manager
  • Submit trip reports to SCI/GTN and FMOH supervisor for all travel

Job Requirements

  • Minimum BSc in Public Health, Nutrition, Food Security, Sociology and Social Works. 

EXPERIENCE AND SKILLS

Essential

  • A minimum of 10 years experience in multi-sectoral development programs, especially that directly contribute to stunting reduction
  • Very good understanding of, and practical work experience in, Seqota Declaration operational areas (Amhara and Tigray Tekeze River Basin woredas). 
  • Fluent/Proficient in English and Amharic.
  • Effective written and oral communication.

Desirable

  • Practical experience in program coordination to influence implementation of multi-sector programs as indicated in SD road map preferred.
  • Work experience in GoE SD implementing sectors in SD implementation area.

Additional job responsibilities

  • The SD Implementation Advisor is expected to travel (up to 20% of the time) to Tigray and Amhara regions specifically and expansion phase woredas for technical support, coordination, and engagement with Regional PDU, sector bureaus, woredas.
  • The SD Implementation Advisor will be seconded to the FMOH and work under direct supervision of the Senior Program Manager at SD Federal PDU for day to day direction. 
  • S/he will report to the Growth through Nutrition Deputy Chief of Party (DCOP), Programs at Save the Children, and will hold monthly briefing with her/his SCI supervisor in addition to following quarterly conversations and annual performance objective planning and evaluation per SCI HR policy.
