Purpose:

The Grants Finance Officer will contribute to overall grants management at ZOA Ethiopia. The position will support work across all portfolios under the Grant Finance Coordinator.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

  • Support the development of specific components and sections for new proposals & amendments in close collaboration with  the Grant Finance Coordinators working with finance and program staff at the country office and field offices.
  • Support budget development for newly assigned proposals and amendments by compiling raw data inputs from programs teams.
  • Support budget reviews and feedback incorporations to ensure accurate budgeting.
  • Support the development of budget narratives, edit proposals, and ensure proper proposal and grant management procedures are followed.
  • Support Grant Finance Coordinator in the use of management tools such as Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
  • Support the Grant Finance Coordinator in the reporting process; review raw reporting data submitted by  program team and collate initial full report drafts; analyze reporting data quality and solicit inputs from program teams on reports’ content.
  • Support the GFC in the development of timely and accurate financial reports in accordance with donor requirements.
  • Upload all submitted reports on ZOA Manager and file submitted reports in the hard copy folders.
  • Assist the Grant Coordinator in the preparing of Project Opening, Implementation and Closing meetings, as  well as monthly/regular grants management meetings (BVA meetings) which include representation from each unit (finance, programs, logistics) and ensure proper follow up of issues raised.
  • Create and update regularly electronic and hard copy files related to assigned proposals and grants.
  • Communication and Information Management.
  • Keep an updated inventory of all communications related to programs/donors and ensure communication and visibility requirements are met.
  • Edit assigned documents in English for clarity of expression and grammar.
  • Take meeting minutes and draft lessons learned and other communications pieces, as assigned.
  • Facilitate topic selection and facilitator assignments for Grants Team Meetings.
  • Disseminate weekly and monthly trackers (Grants tracker, BVA Burn rate etc).
  • Support in liaising with internal and external auditors for the smooth running of project audits.
  • Work with programs team to align budget notes with existing grant terms and conditions.
  • Ensure compliance with donor grant requirements and internal policies and procedures.
  • Conduct field visits and spot check for consortium projects; prepare reports, including possible corrective actions and follow-up on all recommendations.
  • Coordinate with finance staffs to assure follow up actions and implementation of audit recommendations and addressing common audit findings.
  • Support in collating, printing and acquiring signatures for quarterly and annual government reports, file both in soft copy and hard copies of all government reports.
  • Perform any other work as assigned.

Job Requirements

QUALIFICATIONS & REQUIREMENTS

  • At least three years of professional experience working both Government and INGOs will be considered as an advantage.
  • 2-3 years of relevant work experience 
  • Experience with humanitarian aid in-country
  • BA Degree in Accounting and Finance
  • Advanced MS Excel and Math skills.
  • Fluent English, written and spoken.
  • Previous experience with donor proposal development, budget develop, or financial report development is an advantage.
  • Good communicator with strong organizational, time management and analytical skills.
  • Excellent inter-personal, cultural and diplomatic skills.
  • Flexibility to adapt to changing requirements.
  • Self-driven, independent and motivated.
  • Diplomatic nature, excellent negotiation skills plus negotiation experience.
  • Strong communication, organization and interpersonal skills.
  • Willingness to travel to field programme offices as required.
  • Good computer skills, including confident use of Microsoft Office applications.
  • Strong commitment to ZOA’s mission, purpose and values;
