INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE JOB

DRC is recruiting for a qualified HR Officer who will execute their responsibility as an HR generalist, provide support to the Field office and country office. The position holder is responsible to efficiently support the program per existing DRC Policies and Procedures. She/he will handle & facilitate the national staff recruitment process and provide onboarding of employees, work EPRP system on Dynamics leave management, timesheet, contract of employment extension. The incumbent will support staff development activities, by promoting the DRC Learning Catalogue and more. The role provides support and/or technical guidance as per the assigned field offices.

DUTIES AND RESPONSIBILITIES

Recruitment, development, and people planning

  • Handle and facilitate the national staff recruitment process for non-, management positions for assigned field offices (Gambella, Bule Hora, Shire, and Jigjiga).
  • Drive and support recruitment and selection activities ensuring compliance with the recruitment process.
  • Makes internal and/or external announcement of vacancies as required by different offices in DRC;
  • Assist the hiring managers by longlisting the applicants as per the criteria set by the organization and send the longlist to the hiring manager; contacting the selected candidates for interview and written exam, facilitate and handle the written exams in Addis and different Field Offices.
  • Handle and facilitate the recruitment of national staff from Grade H and below.
  • Checks the fulfillment of all employment formalities and the required recruitment documents before sending the file to the HR Assistant for filing.
  • Maintain a tracking system of the recruitment process, compile and send it to the HR Coordinator for weekly recruitment status report compilation.

Onboarding;

  • Assist the HR Coordinator in organizing orientation for staff who are hired through Addis and make sure that all have got proper orientation before they start work.
  • Give HR Orientation on the assigned field offices in consultation with Line Manager both on HR Manual and on systems.
  • Make sure that objective is set for the newly hired staff (band H and below), in the first week of their recruitment for their probation period.
  • Follow up with the hiring manager to make sure that all the newly hired staff are evaluated for their probation period one week in advance of the end of their probation period.

Work on Systems:

  • Ensure all staff are hired/ terminated DRC Dynamics, as necessary for assigned field offices (Gambella, Bule Hora, Shire, and Jigjiga)
  • Ensure checklists on Dynamics are completed for all new staff and all User Manuals are filled for HR processes
  • Update checklists, Create Annual Staff Calendars, and create different formats on DRC Dynamics, as required
  • Update checklists, Create Calendar, create different formats as required
  • Hire staff in Dynamics: - assign leave, benefits, compensation, timesheet, financial dimension, create employee as a vendor
  • Update any changes in the staff status (Transfer, promotion, extension, and termination) in DRC ERP System for assigned field offices (Gambella, Bule Hora, Shire, and Jigjiga).
  • Process Payroll in Excel, Process payroll in Memory Soft in the absence of the HR Coordinator as required and requested by the HR and Administration Manager
  • Records and updates salaries and allowances, transfers, promotions completion of probation; termination of service, etc. of staff on personnel files and DRC Dynamics;

Contract Management:

  • Work with Managers to make sure that contracts are extended on time (one month before the expiration of the current contract) and do an extension in DRC Dynamics.
  • Draft Letters for a contract extension, position change, acting assignment, transfer, and promotion, for approval with the assigned field offices.

Other

  • Provide HR Coordinator with input on compiling quarterly API report for the assigned field offices.
  • Actively participate in the different task force, if any, as assigned by the HR and Admin Manager

Any other duties as directed by the HR and Admin Manager.

Job Requirements

  • 4 years’ experience for Diploma or above 2 years’ experience for BA holders
  • High integrity, pro-active, stable, robust character, and a good team-player
  • Excellent communication skills
  • Excellent analytical and negotiation skills
  • Experience in working in NGOs
  • Proven commitment to accountability practices.
  • Knowledge of computers: word processing, database management packages.
