Contract Duration: Definite (One Year)

Job Purpose:

  • The overall objective of this position is to manage and coordinate overall planning, implementation, management, monitoring and evaluation of the project;
  • To provide appropriate technical and managerial support and guidance to Concern staff for the proper implementation and management of the project.
  • To ensure effective and efficient budget planning and utilization of the project as per Concern and donor policy and procedure,
  • To maintain and ensure cordial working relation with stakeholders mainly target beneficiaries, local government structure, the community, NGOs and other agencies at Zone/Woreda levels;
  • To ensure active participation in project network/forum and coordination at zonal/woredas levels; 

Main Duties and Responsibilities;

Project Design and Planning,

  • Participate in contextual analysis and prepare and share report.
  • Design and develop Project Concept Note (PCN) and/or Project proposal as per concern and donor format and standard.
  • Prepare and submit activity and budget plan of the project in consultation with the team as per the standard format.
  • Prepare the proposal per the government format and facilitate the signing of project implementation agreement based on donor approved proposal document. 
  • Work closely with Concern team members – both South Area Office and Head Office at Addis Ababa to ensure that project quality is maintained.

 Project Implementation,

  • Prepare detailed implementation/operational plan (DIP) (activity and budget) of the project and clearly communicate to staff;
  • Prepare and put in place clear project implementation guideline/modalities and create common understanding with the staff for action;
  • Facilitate appropriate trainings/orientations to the project field staff on the project objective, strategies, target group, activities, implementation modality, donor policy/procedure, etc;
  • Provide technical and supportive supervision and guidance to Concern field staff for proper implementation of the activities with standard quality;
  • Ensure the quality implementation of project activity and budget as per the project document, and Concern and donor policies and procedures;
  • Lead emergency response in the project area, if the situation demands.

Financial Management

  • Prepare detail budget plan of the project (annually) per the approved grand agreement, and Concern/donor financial policies and procedures, and communicate the staff for action;
  • Aware and clear on Concern and donor/KOICA financial policy, and ensure the proper application in day to day project implementation;
  • Ensure the proper utilization and management of the project budget as per the DIP (budget narrative agreed with donor), and Concern and donor financial guideline and procedure;
  • Prepare and submit monthly cash request for the project;
  • Follow-up the monthly management account and ensure the financial utilization is on track per the approved project plan, and provide feedback as necessary;
  • Ensure that all project related disbursements are done per the budget line and amount, and donor project agreement;
  • Review the project budget and request prior approval if there is any deviate / revision is necessary in consultation with finance department.

HR

  • Proper management and guidance of the project staff in line with Concern Worldwide HR manual.
  • Ensure that project staff are aware of Concern HR policies and procedures and they adhere to those policies and procedures.
  • Provide technical and coaching/mentoring support and build the capacity of the project staff to perform their assigned roles and responsibilities effectively.
  • Create a favorable working environment and ensure that good team spirit is created and developed among project staff members.
  • Regularly assess staff health, safety and security issues, and provide briefing to staff and report any issues to South Area Coordinator;
  • Facilitate and ensure that new recruits receive JD and appropriate induction before starting working;
  • Ensure the project staff prepare and do Performance Development Review (PDR) with respective supervisor as per Concern Worldwide HR manual.
  • Develop a Performance Development Review (PDR) plan and evaluation including staff development plan for her/his team.
  • Participate on HR recruitment for the project.

 Monitoring & Evaluation, and Reporting

  • Take the lead role to prepare checklist and conduct regular monitoring and supervise the proper implementation of the actions as per the approved project agreement;
  • Conduct regular review meeting and discuss with Concern staff and stakeholders to ensure efficient and effective implementation of project;
  • Undertake regular technical and supportive supervision field visits and technical advice to ensure the implementation of planned activities per agreed project and standard quality with donor. 
  • Prepare and share the major findings of the monitoring and technical support field visit reports.
  • Design and develop and put in place data collection and reporting format for internal use in collaboration with MEAL and programme coordinators;
  • Produce concise, reliable and timely progress reports (monthly, quarterly, biannual and annual reports on the progress, achievements, challenges, learning, etc) and submit as per schedule;
  • Design and develop and put in place appropriate databases and ensure that appropriate project data/information are properly collect, document and share in collaboration with MEAL;
  • Build data management and report writing skill of staff through technical assistance, coaching or/and facilitating relevant training;

 Other Systems and Security Management

  • With Finance and Administration staff ensure that all goods, services and money are procured (using the correct documentation and codes), stored and distributed.
  • Monitor and if necessary report on security issues to the senior management

Gender Equality 

  • Ensure that programme/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects 
  • Coordinate with the Gender Equality Coordinator in planning, allocating and implementing a programme budget for gender mainstreaming
  • Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage
  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.
  • Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored
  • Ensure quality reporting on gender mainstreaming in all programme reports

Job Requirements

Essential:

Education and experience:

  • MPH/ MSc or BSc. degree in Public Health, Nutrition or other health related fields of study with minimum of three years or six years relevant experience respectively in an emergency & development context;
  • Minimum of three years NGO experience
  • Management experience in wider emergency response programmes
  • Experience of managing multi-sectoral teams
  • Financial Management skills and some experience in donor compliances
  • Good analytical, monitoring and evaluation skills
  • Experience in CMAM programme is advantageous
  • Flexible, reliable, culturally sensitive
  • Fluent spoken & written English and local languages
  • Good administrative skills
  • Computer Literate
  • Self-starter and motivator
  • Excellent communication and interpersonal skill
