The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Deputy Country Logistics Manager in Addis Ababa.
PURPOSE
Deputy Country Logistics Manager provides technical and operational support in the areas of supply chain management, warehousing, and import-export, in accordance with the ICRC’s logistics standards and local legislation. He/she covers in addition the areas of Purchasing and Fleet Management in the absence of the Logistics Country Manager.
ACCOUNTABILITIES AND RESPONSIBILITIES
SPECIFIC ACTIVITIES
Supply Chain Management Supervision
- Monitors, evaluates and supervises all supply chain processes, and follow up all implementation of its rules and regulations.
- Approves and validates all electronically incoming orders and related duties in JDE and IRIS.
- Operates all the necessary tools, data and analysis in Tableau related to supply chain.
- Provides support when necessary, related to supply chain activities.
- Coordinates and collaborate with internal customers, headquarters in Geneva and regional logistics support center in Nairobi.
- Coordinates, facilitates and lead monthly Collaborative Demand Planning meeting.
- Monitors the overall activities of medical logistics supply chain and related issues.
- Supervises, evaluate and appraise all staffs operating under supply chain management.
Warehouse supervision
- Ensures constant respect of ICRC rules & regulations (e.g. hygiene, warehousing standards as per the guidelines and assesses risks related to the ICRC’s duty of care towards staff safety.
- Monitors, supervises and evaluates the implementation of warehouse safety and security procedures and rules.
- Monitors, evaluate sand conducts a sudden stock counts and, facilitates regular inventories (weekly, monthly, mid-year and annual).
- Supervises warehouse supervisor and monitors warehouse staff members duties and activities daily, weekly or with a monthly action plan.
Import and Export supervision
- Ensures all the main activities of import export are executed based on the nature of shipments and special requirements of import permit the country rules and regulations.
- Prepare and signs all ICRC shipment import permit documents and requests whenever necessary.
- Coordinates and collaborates with concerned authorities (Ministry of Foreign Affairs, Custom, Ethiopian airlines) and freight forwarding agents.
- Coordinates and collaborates with IMPEX officer and Buyers during auctioning of freight forwarding agent and contract processes.
- Supervises IMPEX officer and replace him/her whenever necessary/during his/her absence.
PEOPLE MANAGEMENT RESPONSIBILITIES
- Understands and supervises the Performance Management & Development (PMD) activities for employees under supervision. And makes sure that deadlines for the PMD cycle are met.
- Engages in ongoing and continuous feedback and support, particularly for employees under supervision, but also other staff members.
- Organizes regular meetings with teams to ensure optimal coordination of the work and proper flow of information.
- Ensures that job descriptions for employees under supervision are up to date; seeks feedback and support from the HR Department if needed.
- Plans and coordinates the annual leave of the employees under supervision ensuring continuity of the operations throughout the year and makes sure that there are no outstanding holiday balances at the end of the year.
- Coordinates and supports direct report in personal development by coaching and advising on internal and external training and development possibilities.
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
- Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- Takes responsibility for own professional learning and development.
- Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues.
- Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities.
- Will be engaged in any duties and responsibilities assigned by ICRC when requested and necessary.
Job Requirements
- 6 years' experience, preferably in commercial, military or humanitarian logistics.
- ICRC field experience an asset.
- Experience managing a small to medium-sized team.
EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED
- University degree (Bachelor or technical degree in logistics) or equivalent experience.
- Good command (spoken and written) of English
- Computer proficiency, including knowledge of specialized software.
- 3rd grade driving license (mandatory)
