Location: Addis Ababa with Frequent Travel to Field

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

DRC Ethiopia is looking for an experienced Emergency protection Specialist to support, lead and ensure the quality protection activities in the emergency response in line with DRC Ethiopia& Djibouti Protection strategy. As a member of the multi-sectorial Emergency Team and under the supervision of the Emergency Manager, the Emergency protection Specialist will support emergency response projects and work closely with protection colleagues at national and field levels.

RESPONSIBILITIES

A primary role is to support protection activities in new, scaled-up or existing emergency operations in Ethiopia. The position entails close collaboration with the emergency team members, field and country office program and support services teams

Technical support and project implementation

  • In collaboration with the emergency teams and field teams ensure the centrality of protection and protection mainstreaming in all of DRC’s emergency interventions;
  • Lead or contribute to assessments, protection analysis and the mapping and identification of protection needs in emergencies, hereunder draft assessment reports and situation reports;
  • Technically guide and lead the implementation of protection activities in the emergency response and ensure delivery, quality and adherence to national and international protection standards and guidelines;
  • Contribute to project design and developing of proposals;
  • Support in development of protection tools and guides and protection training as needed;
  • Ensure community engagement, effective communication and conflict-sensitivity throughout the response;
  • Ensure beneficiaries’ feedback and complaints are respectfully collected and responses are provided as per DRC’s framework for beneficiaries’ feedback and complaints collection and response mechanisms;
  • Work closely with the protection manager and protection staff to undertake the protection tasks.

Reporting and Representation

  • Compile and provide weekly and monthly reporting on all protection activities, developments in the external context and humanitarian situation, and on project implementation progress. 
  • Contribute to donor report and external report developments.
  • Monitor the general the operating context to ensure relevance and accountability to DRC's beneficiary populations.
  • Maintaining accurate and comprehensive files of project activities, outputs, materials, and other relevant documentation
  • In coordination with supervisor liaise with governmental officials, communities and international and national organization on DRC’s behalf. Attending and contribute to relevant coordination mechanisms.

Job Requirements

Experience and technical competencies:

Professional technical experience evidencing and demonstrating the ability to deliver against the above-mentioned responsibilities:

  • Minimum 5 years of experience in an entry to mid-level position, with experience in the field of emergency and humanitarian response and refugee/IDP protection working for an international NGO, UN agency or relevant public or private institution
  • Hands-on experience with protection monitoring is preferred
  • Experience working with displacement and/or conflict affected populations such as refugees and IDPs
  • Strong analytical and writing skills with the ability to produce well-written documents
  • Strong teamwork and collaboration skills
  • Self-motivated and ability to work independently and ability to consistently meet deadlines under pressure.
  • Strong planning, organizational skills and problem-solving skills, ability to determine priorities and attention to detail
  • Excellent interpersonal and communication skills, including working with different groups, partners and nationalities
  • Experience working in remote locations and in emergency context and ability to travel and spend up to 75 % of the time in field locations. 

Education: (include certificates, licenses etc.)

  • Master or Bachelor’s degree in Social Sciences, Sociology, Law, Development Studies or a relevant related field.

Languages: (indicate fluency level)

  • Amharic (fluent)
  • English (fluent)
