Title: Emergency Coordinator

Location: Addis Ababa, Ethiopia with Frequent Travel and mission to field locations in Ethiopia (up to 75 %)

 INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 OVERALL PURPOSE OF THE ROLE:

DRC Ethiopia is looking for an experienced Emergency Coordinator to technically support, coordinate, and ensure the quality of emergency response programs in all DRC Ethiopia operational areas. As a member of the multi-sectorial Emergency Team and under the direct supervision of the Emergency Manager, the Emergency Coordinator is responsible for the provision of technical support in the design and implementation of DRC emergency operations in Ethiopia and ensuring that humanitarian responses are implemented through analysis of shocks and needs within the country, facilitation and roll out of country emergency preparedness and response plans (EPRPs), and developing SoPs and procedures for multi-sector assessment and responses in line with the DRC operational procedures and global standards.

RESPONSIBILITIES

A primary role is to provide program support to new, scaled-up or existing emergency operations in Ethiopia. The position entails close collaboration with the emergency team members, field and country office program and support services teams.

Technical support and program implementation

  • Support to the Emergency Manager (EM) to develop DRC’s country wide strategy and plan in preparing and responding to emergencies effectively;
  • Closely work with EM to prepare country-wide and area-specific emergency response plans are developed and used to respond to emergencies that could arise in the country, as per DRC strategies;
  • Establish field presence in location where DRC decides to respond to crisis and closely work with the EM and Area Managers;
  • Collaborate and coordinate with the protection team to ensure that programs are implemented in a cost effective, consultative, participative, and gender sensitive way and ensuring Gender and Protection mainstreaming in the emergency response program;
  • Work closely with Supply Chain to ensure that emergency-relevant procurements are made in a timely manner while remaining in compliance with DRC and donor rules and regulations;
  • Support area offices to facilitate the timely and appropriate distribution of supplies as per donor regulations e.g. ensuring the development and use of commodity distribution plans;
  • Support in ensuring DRC financial, logistics and HR policies are adhered during implementation of Emergency Responses;
  • Assist in developing and document key methodologies and approaches for core components of DRC emergency response programme, ensuring consistency and compliance with humanitarian standards and approaches and relevant DRC programme methodologies and guides;
  • Ensure community engagement, effective communication and conflict sensitivity throughout the response;
  • Ensure beneficiaries’ feedback and complaints are respectfully collected and responses are provided as per DRC’s framework for beneficiaries’ feedback and complaints collection and response mechanisms;
  • Contribute in the technical capacity building for emergency teams also through on-sites trainings where/when needed;

Assessments and Monitoring

  • Design appropriate data collection methods and develop appropriate questionnaires to collect data for Contextual Analysis (CA) in given areas; and provide support in drafting, designing and implementing multisectoral needs assessments and analyzing the data;
  • Ensure that regular monitoring and evaluation assessments against project objectives are conducted in close collaboration with the Country MEAL Manager;
  • Follow up with field teams and MEAL to ensure post-distribution monitoring (PDM) are done within timelines;

Proposal Development, Reporting, and External Representation

  • Support design and development of proposals that ensure DRC emergency programs are funded to enable effective response and scale-up when required;
  • Compile and provide weekly and monthly reporting on project activities, developments in the external context and humanitarian situation, and on project implementation progress;
  • Contribute to donor and external reporting, including review of inputs from field teams and dissemination at country level;
  • Maintaining accurate and comprehensive files of project activities, outputs, materials, and other relevant documentation;
  • In coordination with supervisor liaise with local communities and authorities, and other humanitarian partners and represent DRC in relevant fora;

Job Requirements

Experience and technical competencies:

Professional technical experience evidencing and demonstrating the ability to deliver against the above-mentioned responsibilities:

  • Minimum 5 years of relevant work experience with excellent professional track record with at least three years experience in emergency/ humanitarian program implementation within conflict or immediate post conflict environments.
  • Experience or familiarity with requirement of institutional donors e.g., OFDA, ECHO, EHF, DFID etc.
  • Strong commitment to support/develop capacity of national staff
  • Ability to manage conflicting priorities in personal workload
  • Strong analytical and writing skills with the ability to produce well-written documents;
  • Strong planning, organizational skills and problem-solving skills, ability to determine priorities and attention to detail;
  • Excellent interpersonal and communication skills, including working with different groups, partners and nationalities;
  • Experience working in remote locations and in emergency context and ability to travel and spend up to 75 % of the time in field locations

Education: (include certificates, licenses etc.)

  • Master or Bachelor’s degree in DRR, international development, Social Sciences, Sociology, Economics, Development Studies or a relevant related field.

Languages: (indicate fluency level)

  • English (fluent)
