ASCENT Project Background:
Historically, the most widely implemented means of supporting TB patients and ensuring adherence for their treatment is Directly Observed Treatment (DOT). With DOT, a health care worker observes (in-person) the patient’s daily ingestion of medication, either at the health facility or patient’s home. While the DOT approach has advanced global decline in TB incidence, innovations are needed to address existing gaps, enable system efficiencies, improve patient-centered care, empower providers and patients and achieve greater impact for all types of TB.
By taking advantage of today’s powerful communication mechanisms, the implementation of digital adherence technologies (DAT) can help to overcome health care disparities by allowing patients greater freedom to self-manage and participate in their own care, reduce financial burdens and restore autonomy and dignity, and simultaneously empower providers with accurate and timely information to provide differentiated care.
KNCV Tuberculosis Foundation (KNCV) leads the ASCENT (Adherence Support Coalition to End TB- project), a Unitaid-funded 3 year project that will implement DAT interventions in five key countries (Ethiopia, the Philippines, South Africa, Tanzania, and Ukraine) in order to enable innovative new patient-centered, optimized TB care pathways for all types of TB (DS-TB, DR-TB, LTBI) and support the growing global momentum towards the use of these technologies. Purpose of the position
As a Regional Technical Officer, you will support the implementation of the ASCENT project activities in the region. You will provide first line technical support to the health facility managers and the first point of contact for regional health system officials. You support the project with the planning and facilitating of all trainings and workshops. The Regional Technical Officer reports to the ASCENT Project Manager in Ethiopia.
Place in the organization
The Regional Technical Officer will be based in Addis Ababa and reports to the ASCENT Project Manager in Ethiopia.
As Regional Technical Officer you will:
- Support activities around the technical configuration and implementation of digital adherence technology in Addis Ababa City;
- Support engagement with regional health system officials regarding service delivery, supply chain, ICT departments in Addis Ababa city;
- Act as point of contact for Sub-cities, districts, health facilities and fieldworkers, coordinating project support as needed in Addis Ababa city ;
- Provide first line technical support to health facility managers and fieldworkers (basic troubleshooting, escalation to Technical Officer as needed) in Addis Ababa city;
- Plan and facilitate trainings and workshops in in Addis Ababa city (including logistics);
- Conduct monthly district/facility visits to monitor and support technology implementation (includes travel to other project sites);
- Prepare reports on data collected via the adherence technology platform in Addis Ababa city;
- Other related necessary duties per the Supervisor’s request.

Job Requirements
Required profile:
Education
- Relevant degree in public health, project management or another related field
Knowledge/Experience
- Experience in implementing and/or use of digital technology solutions;
- Knowledge on TB MDR TB & LTBI treatment and care;
- Experience working on health-related projects in an international organizations;
- Affinity with digital technologies;
- Experience providing technology support and/or background in IT;
- Experience communicating technical concepts to non-technical audience;
- Experience working with a wide range of stakeholders at local community, district, and regional levels.
Behavioral competencies and skills
- Strong communicator to partners & stakeholders at all levels;
- Strong computer skills and knowledge;
- Excellent verbal and written communications skills in English and Tagalog;
- Excellent presentation skills;
