Employee Position Summary

This position is more of a technical position in IMC Ethiopia country office, and the position holder will work under the direction and support of Public Health Emergency specialist and closely work with Senior health program Manager. The position holder is responsible to lead and coordinate the planning, implementation and evaluation processes of IDPs emergency health response through MHN intervention of International Medical Corps designed in Tigray Region. He/she also responsible to monitor and follow up of the day to day implementation and service provision of the mobile health and nutrition team service, participate in outbreak investigation and response, provide technical support, follow up of early warning, regular data collection, mapping of project sites in terms of occurrence of epidemics, conduct capacity assessment at the woreda & health facility and assessment of risk factors and hazards for the occurrence of outbreaks and disease patterns in the project areas. She/he will represent IMC in any emergency health coordination meetings, outbreak response, MHN and prevention meetings organized at the Regional, zonal and woreda level.

Essential Job Duties and responsibilities/Scope of Work:

  • Lead and responsible for the health especially the emergency health and nutrition intervention at the project sites under his/her supervision.
  • Create smooth relation and collaboration with Government stakeholder.
  • Prepare detailed implementation plan and share with all woreda based staffs
  • Ensure implementation of all health planned activities upon expected quality and schedule at all levels.
  • Prepare detailed budget forecast and monitor proper utilization of the project budget.
  • Organize and facilitate review meeting to review gaps and project progress.
  • Follow up of project implementation through organizing regular update and experience sharing meeting among staffs.
  • Undertake assessment to identify gap and status of emergency health and surveillance at each woredas by engagement of Health response officer.
  • Provide technical support for IMC staffs and government health workers on proper implementation of the service.
  • Organize joint supportive supervision by involving the key health partners at zonal and woreda level.
  • Work in close consultation with health program manager and field office manager while implementing all activities and utilization of budget.
  • Represent IMC in any health coordination meeting organized at project site.
  • Prepare and submit biweekly, monthly, quarterly, donor and government reports timely to field offices.
  • Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.
  • Demonstrated experience and skills in ensuring community participation and gender issues in humanitarian programming

Reporting and M/E

  • Regularly collect information and data from woredas and prepare monthly project  updates and regular progress reports on outbreak response activities undertaken at field site.
  • Assist senior emergency health response officers to enable them compile the field based reports and prepare simplified reporting formats.

Representation

  • Represent the organization during health cluster meetings at zonal level.

Additional Tasks:

  • Collaborate with other actors working in the target community
  • Be flexible and be able to give assistance with different activities not included in this primary job description.
  • Implement other PHEM related activities as per direction from Senior Health program manager.

Job Requirements

  • Master’s degree in public health, Nursing and from recognized learning institution plus 4 years of experience in related field 
  • Bachelor degree in Public health/Nursing or related field of study with 8 years of experience in related field 
  • Experience on emergency PHEM intervention like outbreak investigation and response,
  • Training on PHEM preparedness, early warning and response
  • Experience of facilitation of training review meetings and workshops
  • Experience on budget and human resource management
  • Excellent computer skills, including all Microsoft applications
  • Proficiency in written and spoken English
  • Ability to work independently and under tight deadlines.
  • Ability to develop good team spirit and support field staff
  • Computer skill especially Microsoft office (word, Excel and Power point) including internet experience (Email and Outlook)
